8:23 AM PT -- Boulder police have responded to disparaging comments from John Ramsey, telling TMZ in a statement ... "The killing of JonBenét was an unspeakable crime and this tragedy has never left our hearts. This investigation will always be a priority for the Boulder Police Department.”

The department is "committed to following up on every lead and we are continuing to work with DNA experts and our law enforcement partners around the country until this tragic case is solved."

John Ramsey remains hopeful that some significant changes in the police department could help catch his daughter JonBenét's killer ... while blasting how law enforcement mishandled the case over the past 28 years.

Colin Farrell’s "The Penguin" transformation was so epic and convincing that a clip of him speaking in his native Irish accent while fully in character has left viewers speechless.

Take a listen for yourself… the actor was giving a speech after wrapping filming in a clip --now deleted by HBO -- to the crew off-camera, but his smooth Irish accent totally clashes with the villainous, Gotham-dwelling look he was rocking for the show, and the New York growl he uses in character.

The accent switch was so intense, it almost overshadowed Colin’s heartfelt message ...  "I have loved every minute of it even when I wasn't loving it. And, I just feel so grateful and humbled and blessed by being part of this collective."

Joe Exotic isn't offended one bit by Bowen Yang's impersonation of him on "Saturday Night Live" ... in fact, he's hoping to use the exposure to his advantage.

The "Tiger King" star tells TMZ ... he's given Bowen's impression his stamp of approval, praising the comedian for his accurate take. Not only does Joe think 'SNL' nailed his look -- applauding the mullet and the mustache -- he feels Bowen came very close to matching his voice.

He notes Bowen did a much better job at impersonating him than John Cameron Mitchell did in Peacock's "Joe vs Carole."

9:20 AM PT -- Dave Coulier responded to the John Stamos haters this morning on his Instagram.

"I'm sorry to see a bunch of negative comments as I've just begun my cancer journey.

"It's our friendship (me and John) and this is how we are handling a very tough time. I'm a comedian and humor is what drives me. John knows how to cheer me up and I laughed out loud when he arrived wearing a bald cap - being a true and loving friend and brother."

John Stamos is showing solidarity with his friend and former TV castmate Dave Coulier during his battle with an aggressive cancer, but some people online are taking issue with his method ... calling him insufficiently committed to the cause.

Stamos posted a few pics on Instagram of fellow "Full House" actor Coulier, featuring Stamos wearing a bald cap and shaving Coulier's head, who's going through chemotherapy treatment after his recent cancer diagnosis.

Coulier is battling stage 3 non-Hodgkin lymphoma, an aggressive form of cancer. The pic shows Stamos shaving Coulier's head, and the friends are both smiling ... as Stamos acknowledges he used a little Photoshop magic to make the bald wig blend. A third shot shows Dave's wife, Melissa, and John both kissing Dave's freshly shaved dome.

John Stamos is mourning the loss of a dear friend ... announcing the heartbreaking news on social media Monday.

The "Full House" alum posted a poignant tribute to his pal, Mike Owen, who he said he's been friends with since he was just 11 years old.

Stamos said he learned of Mike's passing in a text from his friend's brother ... sharing he was on a flight to Detroit when he received the news.

Paul Teal, famous for his work on "One Tree Hill," died 7 months after being diagnosed with stage 4 cancer ... TMZ has learned.

The actor's fiancée, Emilia Torello, tells TMZ ... Paul was diagnosed back in April with stage 4 neuroendocrine pancreatic cancer.

Paul died Friday in a hospital in Raleigh, NC, and Emilia tells us ... "He was the most talented man I’ve ever met. When he set his mind to something, there was no stopping him. He was the most diligent and dedicated person. I truly believed with all of my heart that he would come out the other side of this because of those traits. That’s what makes this loss even more tragic."
