Kendall Jenner's alleged stalker has already been released but then re-arrested Thursday ... TMZ has learned.

Law enforcement sources tell TMZ, John Ford -- the man who repeatedly scaled the mountainside at Kendall Jenner's exclusive gated community and ended up on her property -- was released Wednesday, and the circumstances are interesting.

As we reported, Ford was arrested Tuesday after he was found sitting on Jenner's porch and was immediately placed on a 5150 psychiatric hold. We're told because Ford, a Canadian citizen, had no insurance, he was taken to L.A. County Hospital where he was evaluated by a psychiatrist.

Ford could have been held for up to 72 hours, but we've learned the psychiatrist determined he was mentally stable so he was released Wednesday.

Our sources say the LAPD swooped in Thursday morning, re-arrested Ford, booked him for criminal trespass and violating a restraining order and he was taken to jail. We're told bail was set at $30,000.

We're told when Ford was re-arrested, he was NOT at Kendall's gated community.

Our sources say prosecutors will soon arraign Ford and a judge could actually release him on his own recognizance pending trial.

As we reported, Jenner's lawyer is getting a civil restraining order so if he violates that by coming near her gated community ... he could be arrested, if he's caught.

6:30 AM PT -- We're now told security in the gated community has been significantly beefed up. There is security now on the mountainside and fences have been and are being installed. In addition, we're told Kendall's team is lobbying the police and the D.A. to file felony stalking charges against Ford.

Kendall Jenner has another scary stalker, and it's gotta be enraging to her because security at her multi-million dollar exclusive gated community left a gaping hole for the guy to enter.

37-year-old John Ford was arrested early last month for breaking into Kendall's gated community, where numerous stars live. Britney Spears, Paris Hilton, Charlie Sheen, Christina Aguilera and Slash have all called it home. But, law enforcement sources tell TMZ, Ford had his sights set on Kendall.

Ford pled guilty to trespass and the judge ordered him to stay 1,000 feet from the gated community. Turns out, he didn't follow the order.

We're told shockingly ... last week Ford entered the community -- not through the front gate, but by scaling the mountainside in the back of the complex, where there is apparently no security.

We're told Kendall's security spotted him sitting in her backyard by her pool. By the time cops came, he had skedaddled.

Fast forward to Tuesday, when Ford allegedly came back and scaled the same unsecured mountainside, and ended up sitting on Kendall's front porch. Security spotted him again, called the cops and this time they nabbed him.

Ford, a Canadian citizen, is now being held on a 5150 psychiatric hold. LAPD's Threat Management Unit is on the case, and we're told Kendall's lawyer, Shawn Holley, will also get a civil protective order. He's also been charged with criminal trespass and violating a protective order.

Kanye West's season of giving continued in Uganda ... with tons of kids getting Yeezys!!

Ye and Kim Kardashian West surprised a bunch of kids as their tour of the east African country continues. But first, they had to get there ... and our sources say none other than the President of Uganda, Yoweri Museveni, gave Kimye permission to use his presidential helicopter so they could be flown to a kids' charity event.

We're told Kanye, Kim and their entourage were flown from Chobe, Uganda -- where they're staying -- to the event in Masulita, about 94 miles away. The pic above shows them arriving.

Kanye didn't waste time rapping for the kids ... who went wild as soon as they saw him and Kim. The kids sang but things got really wild when Kanye brought out several bags loaded with Yeezys. You gotta see their reaction ... frankly, it's just heartwarming.

As they were heading out ... Kim -- with Saint in tow -- was swarmed by reporters. Kim stopped to chat with them and shared some thoughts on her experience during their stay in Africa.

As you know ... Kanye gifted President Trump a pair of Yeezys last week, and also surprised the President of Uganda with his own pair. Neither was nearly as excited as these kids.

Kanye West has big plans for Uganda ... the prehistoric kind inspired by Steven Spielberg.

Ye and Kim Kardashian West met with the President of Uganda, Yoweri K. Museveni, Monday during their trip to Africa. They chatted about tourism in Africa and it seems checking out a safari left a huge impression on Kanye ... 'cause he's got plans to turn part of Uganda into 'Jurassic Park.' His words.

Kanye also made a stunning revelation -- when the topic of their kids came up he admitted wanting 7 kids with Kim. You gotta check out her reaction. Sorry, Ye.

The President earlier in the day tweeted, "I welcome American entertainment stars Kanye West and @KimKardashian to Uganda. I held fruitful discussions with the duo on how to promote Uganda's tourism and the arts."

The Prez went on ... "I thank Kanye for the gift of white sneakers. Enjoy your time in Uganda. It is the true pearl of Africa."

This meeting, of course, comes on the heels of Kanye's meeting in the Oval with President Trump ... where the American Prez also scored a pair of Yeezys.

As we've reported ... Kanye's in Africa working on his next album. Big Sean's there too. They'll be producing music and shooting some videos during the trip.

And, while it seems like strictly business for Ye, he's brought North and Kim along for the trip too.

Kim Kardashian West's tweet advocating for DNA testing that could possibly free a death row prisoner is completely disrespectful to the family of those he murdered ... so says the prosecutor on the case.

San Bernardino County D.A. Mike Ramos tells TMZ ... his office firmly stands behind the conviction of Kevin Cooper, who was found guilty of 4 murders in 1983. Cooper has maintained his innocence and even suggested he was framed.

Ramos says he has no doubt Cooper committed the horrendous killings, and claims the case against him only gets stronger each time he appeals.

As for Kim's tweet -- in which she urges California Gov. Jerry Brown to order advanced DNA testing that could settle the case once and for all -- Ramos says ... "It’s time that we start talking and 'tweeting' about the victims who were brutally murdered in the sanctity of their home."

Ramos adds ... "This latest attempt to free Kevin Cooper is nothing more than a red herring and another slap in the face of the victims and their family members who were forced to suffer a lifetime of pain."

Kanye West and Kim Kardashian West were pretty much like any other fam visiting Africa ... except they had a phalanx of security at a five-star luxury resort.

Kim, Kanye and their brood arrived at Entebee International Airport Friday with a huge entourage. They were shuttled to the resort where they'll be staying until October 19th.

Check out the video ... Kanye hops on the counter during check-in, as hotel staff gawks. Enter Kim and what appears to be a nanny. Ye swings North West in circles, and flips her before she runs back to mama.

We're told Kim is so stoked she wants to extend their stay.

Kanye is working on his next album -- they will be producing music and shooting some videos while they are there. Big Sean is at the hotel as well, most likely to collaborate with Kanye on the album.

Even Kim Kardashian and Kanye West's Midas touch has a limit -- their old Bel-Air crib, which they sold for a whopping profit, has been sold again ... but this time at a staggering multi-million dollar loss.

You'll recall the Wests first bought the property in 2013 for $9 million. Enter Ukrainian billionaire Marina Acton in 2017, who plunked down $17.8 mil. Sweet deal for Kanye and Kim and, at the time, the most expensive sale ever in the Bel-Air Crest community.

You'll recall, they'd taken the house down to the studs and rebuilt it as a modern, minimalist home.

Acton wasn't there long ... about 7 months later she put the 10,000 square foot crib up for sale because she's pregnant and needs more space. Well, we confirmed she finally unloaded it for $14 million -- aka a loss of at least $3.8 million. Ouch.

10:00 AM PT -- Kanye told Trump why he wants the 13th Amendment abolished. He says, among other things, 13 is an unlucky number. Trump seems amused at the end of the video.

9:55 AM PT -- Kanye told Trump this in the Oval ... "My dad and mom separated so there was not a lot of male energy in my home and also I'm married to a family where, you know, there's not a lot of male energy. It's beautiful, though."

Kanye told Trump he feels like Superman when he puts on his MAGA hat.

Kanye West is in the house ... he just arrived at the White House for his meet and eat with President Trump.

Ye rolled up for the lunch meeting in a black SUV and, although we couldn't see him through the tinted windows, some of his team members got out at the security gate bearing gifts -- a few boxes of Yeezy swag.

Kanye and 45 are talking shop on a list of pressing issues. Officially, their agenda will include prison reform, American manufacturing, creating jobs and preventing gang violence in Ye's hometown of Chicago. Sources close to Kanye tell us he'll also discuss having people formerly incarcerated work in his factories and urge other big companies to follow suit.

However, based on President Trump's own words Thursday morning, we know what he's really interested in is his garnering support from African-American voters ahead of the midterm elections.

Adding to the spectacle ... Trump will reportedly invite reporters in for at least a portion of the lunch. Can you say PHOTO OP?

It's likely Kanye and Trump will also bring up Colin Kaepernick. When Ye was here at TMZ last week, he said he'd reached out to Kaep to try and get him to D.C. for a peace summit with POTUS.

Trump's having a bunch of his celeb pals over today -- Kid Rock and John Rich of Big & Rich were also there to witness him signing the Music Modernization Act into law.

However, the luncheon will only be attended by Kanye, NFL legend Jim Brown, Ivanka and Jared Kushner. On the menu -- Caprese salad and roasted chicken with potatoes and asparagus.

Kim Kardashian West is back in the jewelry game ... almost 2 years to the day after being bound, gagged, held at gunpoint and robbed of more than $6 million in bling.

Kim was at a Tiffany & Co. party Tuesday night in NYC, where she was dripping in blinding bling that she showed off on her IG story.

Ms. West, who was accompanied by a security dude, made it clear the jewels weren't hers ... they were loan-outs for the evening.

She's been relatively jewelry free since she was robbed at gunpoint in a Paris hotel room. She vowed at the time to shun these extravagances in the name of safety ... but now she's taking baby steps back to where she started.

The death row inmate Kim Kardashian West pushed into the spotlight says he appreciates her support, but adds he desperately needs her to get him the one thing he needs to clear his name.

California prisoner Kevin Cooper's attorney, Norman Hile, tells TMZ ... Cooper is aware Kim tweeted about him a few days ago, putting his case front and center with her 60 million followers, but says he really just needs one person's attention -- CA Governor Jerry Brown.

Cooper needs Gov. Brown to order new advanced DNA testing ... a request that Brown's office is currently reviewing.

If you're unfamiliar with his story ... Cooper was convicted of 4 murders in the 1980s. He's maintained his innocence, and even suggested he was framed. A NYT op-ed on the case concluded the same thing.

Kim's tweet was a direct plea to Gov. Brown, and Hile says Cooper is hoping Kim's legion of fans follow up, research his case and then write to Brown. For his part, Cooper is going to write a thank-you letter to Kim.

Our Kim sources tell us she has no personal connection to Cooper, and she simply stumbled across an article about him a few months ago. What's also interesting ... her push on his behalf comes just ahead of Kanye West's Thursday meeting with President Trump.

Monica says Kanye West is misguided if he thinks teaming up with Donald Trump is helping the world ... and it's time for Ye to put the kibosh on their relationship.

We got the R&B singer at LAX Tuesday and asked about Kanye and Trump's Thursday lunch date to discuss prison reform, jobs and reducing Chicago gang violence. Sounds great, but Monica still thinks Kanye should pull out because he's doing more harm than good for the black community.

She acknowledges Kanye has noble intentions, but says he's become too divisive for anyone to take him seriously.

Watch the clip ... Monica strongly insinuates Kanye needs to get on the same page with other black leaders before sitting down with Trump.

From what we've seen Kanye say about "free thought" ... that's highly unlikely.

One more thing ... she says Kim Kardashian's track record with the Prez doesn't automatically mean Kanye will have the same success.

Monica's disapproval aside ... POTUS is clearly gung-ho about the Kanye meeting.

President Trump and Kanye West are officially teaming up to ... make America great again, and their plan will kick off with lunch at the White House.

Kim Kardashian West is taking her fight for criminal justice reform local -- asking the Governor of California to look into the case of a man some suggest has been framed for murder.

KKW tweeted out the message to Governor Jerry Brown Sunday, saying ... "Governor Brown, please add Kevin Cooper to your legacy of smart, fair and thoughtful criminal justice reforms." She retweeted an opinion article from the NYT titled "Justice Delayed, With a Life on the Line."

The article's author, Nicholas Kristof, argues that Cooper -- a black man who was convicted of 4 heinous murders in Chino Hills, CA in the '80s -- might've been framed for the crime. He's currently on death row at San Quentin, and Kristof says an advanced DNA test could exonerate him. Kristof reports that Gov. Brown has dragged his feet on ordering one.

He cites another convicted murderer -- a white man named Lee, who was a suspect in the Chino Hills case, but was not arrested or prosecuted in connection to it -- who says he is willing to provide his own DNA to clear his name. Lee's girlfriend at the time suggested to police he might've been involved, and produced his coveralls which were never tested.

Now, Kim is asking Gov. Brown to make Kevin Cooper part of his recent criminal justice legacy before he leaves office in January. He recently signed a variety of bills into law that touched on criminal justice reform ... but none that appear to be directly helpful for Cooper.

Kim Kardashian's nearly gone bust ... but she's hanging by a thread.

It's no nip slip but still a win-win ... you head into the weekend with another trademark Kim K reveal.

The bodyguard who bailed on Kim Kardashian West just before she was robbed at gunpoint in Paris is being sued ... TMZ has learned.

Pascal Duvier and the company he worked for -- PROTECTSECURITY -- are being sued by Kim's insurance company for $6.1 million ... the amount the insurance company paid Kim for the stolen jewelry that was taken at gunpoint October 3, 2016 at a Paris hotel.

As we reported, Duvier left the hotel room and followed Kourtney and Kendall to a nearby club, leaving Kim without security. The lawsuit also claims there were a number of security breaches in the hotel the bodyguard failed to correct. Among other things, the front gate to the courtyard of the hotel was missing a lock, and the intercom to the door was not functioning ... things the bodyguard should have flagged.

The lawsuit, filed by AIG, claims the breaches allowed the masked gunmen to enter the hotel and make their way up to Kim's unit, where she was gagged, tied up and put in a bathtub.

The lawsuit blasts the concierge for not having any security training, but neither he nor the hotel are being sued. You'll recall he was held at gunpoint and taken up to Kim's unit where he unlocked the door.

Kim is not suing ... AIG paid Kim's claim and is now going after the individual and company it believes were negligent and caused the robbery.
