Justin Bieber was in the middle of a crazy incident Friday afternoon, which ended with 2 paparazzi crashing into each other ... law enforcement sources tell TMZ.

Justin was either a passenger or the driver in his Fisker Karma (it's unclear because we have shots of him in both seats), which was traveling down Ventura Blvd. A CHP officer happened to pass him, and noticed a Nissan driving "aggressively close behind."

The cop stopped Justin for tinted windows, knowing that the Nissan would probably stop ... which it did. Turns out ... the Nissan was being driven by someone in Justin's security detail.

As the cop was speaking to Justin, several paparazzi roared up to the scene. Two of them in separate cars apparently lost control, hit each other and went up on the curb.

Since Hummer trucks are so last year, former Governator Arnold Schwarzenegger tooled around the rough terrain of Santa Monica in his ridiculous new monster truck on Wednesday.

The 65-year-old's new ginormous ride is a Mercedes-Benz UNIMOG, retails for about $250,000 and is the vehicle of choice for the army in Germany. Compensate much?

Dr. Phil suffered a loss that is only comprehensible to die-hard car collectors -- his precious, '57 Chevy was stolen late last night ... TMZ has learned.

Dr. Phil and a friend were working on the tranny, trying to get the car to start. When their attempts proved unsuccessful, the good Doc had the car flatbedded to a repair shop in Burbank.

Several hours later, Phil got the call car lovers dred -- the Chevy -- one of the most awesome cars ever -- had been stolen.

The car is worth $100,000. Law enforcement sources tell us ... the evildoers smashed a roll-up door at the shop to get at the car.

Tim Allen has been the voice of Chevy for the past two years ... but last night, he took his wife out for dinner in a Jaguar. Problem?

Now, it isn't a NEW Jag ... it's a classic E-Type model from back in the '60s.

On his way out of Katsuya in Hollywood, Allen joked, "I ordered it new, it just takes a while to get here."

Vince Neil exploded on a group of parking attendants at the Planet Hollywood in Vegas last week -- banging on windows and screaming "GIVE ME MY F**KING CAR" ... and the outburst was all caught on tape.

It's unclear why the Mötley Crüe singer was so pissed -- and he was REALLY pissed -- but according to sources on scene, Vince flew off the handle when the valet refused to return his Rolls-Royce.

In the video, you can see Vince walk over to the valet booth, yelling, "Give me my f**king car! Give me my f**king car! Give me my car!" -- and then bang on the window.

Vince continues, "Call the police! This is my car. What the f**k is wrong with you?"

We're told the parking attendants wouldn't hand over the vehicle because Vince couldn't produce a parking ticket. You can hear Vince respond in the video, saying, "They didn't give me a f**king ticket!"

According to sources, police were called to the scene -- but by the time they arrived, Vince had already taken off ... and the valet company decided against filing a report. So that's that.

Amanda Bynes hit the road this weekend in her smashed up BMW ... the same car she's accused of driving during at least 2 of the 3 hit-and-runs she's allegedly been involved in this year.

It's unclear when Amanda suffered the front-end damage to the car ... but it could have been in April ... when she allegedly rammed into another car on an L.A. freeway (and fled the scene).

Or the damage could have occurred earlier this month when she allegedly plowed into a car that was stopped at a stop light (and then fled the scene).

Bynes was allegedly in ANOTHER hit-and-run back in May ... but we're told she was driving a Range Rover during that incident.

Police in Frisco, TX found a smashed up truck belonging to Randy Travis early Saturday morning, but a lawyer for the troubled country star says Travis hasn't been in that vehicle for months.

The truck was found on its side in a field just one day after Travis was cited for assault outside a church in nearby Plano.

A lawyer for Travis told WFAA that Travis is not the one who left it there and that Travis had not been in that truck for the past few months.

Khloe Kardashian went on a wild bender earlier today on an L.A. freeway -- A FENDER BENDER -- accidentally ramming her Range Rover into an SUV ... but she looked damn good doing it ... in some curve-hugging workout clothes.

We're told it was a very very slight accident -- in fact, the damage was so insignificant ... neither Khloe nor the other driver even bothered to exchange insurance information.

Police were not called. Both drivers eventually got back into their cars and took off.

Amanda Bynes was involved in yet another car accident Monday night ... TMZ has learned.

Bynes was driving in the San Fernando Valley at around 8 PM when a car rear-ended her rental. The driver of the other car claims Amanda made a reckless maneuver that triggered the collision. Cops showed up but no one was ticketed.

BTW, Amanda is in a rental because her Beemer is in the body shop.

Spider-Man is only allowed to use his superhuman speed to fight crime, not when he's behind the wheel ... so when Andrew Garfield was speeding through Malibu with Emma Stone yesterday ... he got busted.

"The Amazing Spider-Man" co-stars (who are a couple in real life) got a surprise visit from a cargo-shorts-wearing LA County Sheriff (above) ... when Garfield was pulled over for having a lead foot.

We're told he was cited for speeding and then sent on his merry way. It's unclear how fast he was going or if he was on a mission to rescue someone.

8:20 AM PT -- Eight minutes after we published this story, we received the following email from Will's publicist:

"Hi --

When I asked [Will's] assistant yesterday morning she thought this had been resolved but was incorrect, hence I passed on incorrect information to you - apologies for this.

Will ask manager this morning about it.

Sallie"

At least she owned up to the mistake -- and we gotta respect that.

Something is rotten in the state of Denmark ... and according to Will.i.am ... it's because his publicist is a LIAR!!!

Will is still FUMING about his ultra-rare, super-expensive, incredibly-hideous custom car ... claiming his $700,000 ride is still missing ... despite what his publicist is telling the media.

We broke the story ... Will claimed his car was "stolen" after a party in Hollywood this week ... insisting he left it with the valet at Bardot nightclub but when he went to get it back, the car was nowhere to be found.

The next day, we reached out to Will's publicist, Sallie Olmsted, and asked about the car ... she wrote back insisting, "Everything is fine, he has his car."

Hours later, Will went on Twitter and COMPLETELY REFUTED his publicist's claim ... saying "my car is still m.i.a."

Confused by the contradicting statements, we reached out to Will's rep ... who told us, "I wasn't on site at the time, but all is fine now."

Again ... someone is lying ... because just a few hours ago, Will tweeted again and totally contradicted his publicist ... saying, "According [to] my GARAGE it hasn't been found."

Good news and bad news for Will.i.am -- the bad news ... he misplaced his one-of-a-kind, $700,000 car. The good news ... it's way too ugly for someone to have stolen it.

10:44 AM PT -- Crisis averted ... Will's rep JUST sent us an email saying, "Everything is fine, he has his car."

Will.i.am believes someone JACKED his futuristic, ultra-customized super car while he was inside an L.A. nightclub last night ... and he's PISSED!!!!

It all went down when Will was in Bardot nightclub -- Will claims he left the car with the valet ... but when he went to retrieve the ride at the end of the night, nobody would give it back to him.

Will tried to explain the situation ... "I gave my car to the valet people ...and then I came out here and the valet is closed."

"Instead of flipping out, because I should flip out because the car cost several hundred thousand dollars ... I'm trying to stay calm."

Will eventually got in a waiting black SUV and left the scene ... but it doesn't seem like he ever got the car back ... 'cause a little while later he tweeted, "My car was stolen...what the f*ck."

He added, "I'm going to be optimistic and pray that my car is returned and safe."

We spoke to the LAPD who told us no stolen vehicle report was filed by Will.i.am and they never got a call to that area reporting a stolen car.

We called Will for comment, but no luck ... then again, he might not be awake yet.

A short while later, while cruising down Sunset Boulevard, Lindsay tapped the back of a silver Mustang ... that wasn't moving.

A woman in the Mustang says, "We were sitting at a light and somebody hit us."

The woman says a male passenger in Lindsay's car apologized and left his phone number ... before telling her they had to keep going because paparazzi were following them.

The Mustang's damage appears to be extremely minor and cosmetic. It's unknown if Lindsay's car suffered any bumps or dings.
