The dog owner caught on camera dragging, choking and slapping his dog is fessing up and apologizing ... and the abused pup is getting a new home.

Jeffrey Previte, CEO of an environmental consulting firm in L.A., tells TMZ ... he truly regrets the way he attempted to discipline his dog, Bici, and he's sorry and heartbroken over the incident.

Jeffrey tells us he lost his temper and "took unreasonable and unjustifiable action" ... and he's owning up to the video while also saying it doesn't represent the time he spent with Bici.

Previte says he's sorry to Bici and anyone disturbed by the video ... he also tells us he loves the dog and they've had "an exceptional life full of nature and affection."

As we reported ... surveillance footage from Jeffrey's Santa Monica apartment building showed him snapping on the dog last month, and his employer launched an investigation when the disturbing video surfaced.

Jeffrey tells us he's accepting responsibility by taking a leave of absence from his job, enrolling in an anger management program and spending time and money helping animal rights orgs. He also says he's placed Bici with a loving family.

Jeff says he's "an imperfect person" and hopes for some level of forgiveness in time as he tries to become a better human and grow as a man.

6:28 AM PT -- Previte's own father, who happens to be his boss, finds the video troubling. TMZ spoke with Frank Previte -- founder and Executive Chairman of EBI Consulting -- and he says the company has launched an investigation and disciplinary action might be taken against Jeffrey.

Frank says he's already spoken to his son, but wouldn't reveal details of the conversation.

This jerk of a dog owner, who happens to be a CEO, went off on his pet inside his condo building, and the attack was all caught on surveillance video.

Jeffrey Previte, CEO of an environmental consulting firm in L.A., seemed to lose his mind as he snapped on the dog last month in a hallway of his Santa Monica building. The disturbing video shows Previte entering from a parking garage, and when the dog starts to pee ... Previte suddenly yanks it by the collar, then drags it outside before slapping and choking it.

The poor animal didn't retaliate against its owner's cruel behavior.

One of the building's front desk attendants heard the dog crying, and decided to review the surveillance footage. He told the Daily Mail, which first reported the story, he was horrified by what he saw ... and told Previte he would report the incident to management.

For his part, Previte says he doesn't think he did anything wrong, and certainly not anything illegal -- but he also claims the attendant who busted him tried to get money from him in exchange for keeping it quiet.

The attendant claims his manager didn't take his report about Previte seriously. However, building management told Daily Mail, "The apparent conduct of the unit owner was abhorrent and completely unacceptable. Building management stands behind our employee and we took swift action including contacting animal control and directing the resident to cease all contact with our employee."

Flyers' Oskar Lindblom Adorable Reunion With Dog ... After NHL Bubble Return

Here's the CUTEST thing you'll see all day ...

Philadelphia Flyers winger Oskar Lindblom finally got to see his pup after being in the NHL bubble for most of this summer ... and the video of their reunion is unbelievably adorable!!!

Check out the clip Lindblom posted Wednesday ... his dog -- a mini-dachshund named Tage -- went ballistic seeing the 24-year-old hockey player for the first time in weeks, sprinting into the guy's arms and giving him tons of love!!

There were kisses, pets, tail wags and barks. It's all SOOO SWEET!

Lindblom had been locked away from Tage since he joined his team in the NHL bubble in Canada in early August ... but after Philly lost in the conference semi-finals this week, Lindblom was finally able to return home.

All in all, the reunion with Tage was a pretty good bow on what's been a trying season for Lindblom ... who was diagnosed with a rare form of cancer last winter.

Oskar battled it all spring -- and finally beat it this summer ... and he was able to return to game action to an awesome ovation last week.

Lindblom is expected to be a key player for the team when the NHL comes back for its full season next year.

Snake vs. 'Snake' Python Bites Man's Penis ... While He Sat on Toilet!!!

An 18-year-old man in Thailand is going to think long and hard the next time he needs to sit on the can ... after a 4-foot long snake chomped onto his penis!!!

Siraphop Masukarat went through the ordeal Tuesday night in a town outside Bangkok, Thailand ... moments after he sat down on the toilet. He says he suddenly felt tremendous pain as the non-venomous python took a bite of his python.

Not shockingly, Siraphop jumped up and ran for his life with his pants around his ankles -- and luckily, the snake let go, but it left a seriously bloody mess.

The young man said as soon as the snake let go, blood sprayed everywhere. His mom tried to calm him until paramedics arrived, and took him to a hospital. He needed 3 stitches on the tip of his ... dear God ... you get the picture.

Back at the house, animal handlers were called in to retrieve the snake, which was still in the toilet. It was captured and released ... sorta like poor Siraphop.

So, remember ... don't sleep outside to avoid snakes climbing down your throat and always check the toilet bowl to avoid this poor Thai man's fate. Unless you're the "Snakes on a Plane" guy and throw all caution to the wind.

A Georgia cop came face-to-face with Billy Gruff himself after leaving her patrol car door open, which left her work papers ripe for the picking chomping.

This hilarious woman-versus-wild encounter went down Friday in Douglas County, GA -- where one of the Sheriff's Dept.'s deputies had a run-in with a brazen goat that wasn't scared to go wandering outside its pastures. If anything, it was looking for new leather interior digs.

Check it out ... the deputy -- whose body cam was rolling -- was out delivering civil papers, according to her bosses. She pulls up to a property, hops out and leaves the driver-side door open, 'cause it's just a quick in and out type gig. Does it all the time, apparently.

As she returns to the vehicle, she sees there's a non-human intruder inside. Sure enough, there's a goat in there rummaging through her things -- specifically, a stack of paperwork. Seems like it was delicious, 'cause Bill was going to town.

She tried shooing it away by giving it a little love tap on the backside, but the goat wouldn't budge. It took some doing -- watch the video -- but she finally got it to hop out of her ride.

But, it still wasn't over! Ya gotta see how the goat actually knocked her over.

DCSD says the deputy is fine and that the department got a laugh out of it. Still though, talk about getting someone's "goat" on the job.

This pooch went from not lovin' it to REALLY lovin' it ... and all it took was a little Heinz-sight.

Let's face it ... McDonald's has some of the best french fries out there in fast food land, but plain 'ol fries aren't cutting it for this German Shepard mix. The K-9 turns its nose on the naked fry.

But then ... the owner ups the game with the condiment of choice -- ketchup. The dog attacks the partially red target ... gobbling it up with no reservations.

We got to wondering ... is this a good advertisement for Mickey D's? Humans dig fries even without ketchup, but we're guessing the majority of dog owners prefer their fries with the red stuff.

Either way ... this is one satisfied dog.

A fight between 2 of New York's most notorious residents -- a pigeon and a rat -- looked like it was going to the death ... until a pipe-wielding referee broke up the action.

All this video is missing is a UFC Octagon, and it looks like the rat was about to make the pigeon tap out ... like, forever. The bird was flapping its wings, desperately trying to get out of the rat's death grip.

Things really weren't looking good for the "rat of the sky" when all of a sudden -- outta nowhere -- a man delivered a crushing blow to the ground rat. The rodent quickly scurried away, but looks like the poor pigeon took a few blows too ... adding insult to injury.

Miraculously, both the bird and the rat seemed to walk away from the melee alive. The pigeon even had some swagger in its step as it left. Then again they always look like they're strutting.

The rematch is gonna be awesome.

As Dr. Seuss might say ... this owl made him howl, and it's all because of the owl's bowels.

This dude probably thought he had one cool video to post on Instagram after someone with a pet owl popped into the restaurant where he was eating. The owl somehow ends up on his head, which amuses him to no end. And, speaking of ends, he didn't know what was coming.

The vid was shot last year but lots of stuff is circulating during quarantine, and we thought it was pretty funny ... and appropriate. After all, 2020 has been an undeniably crappy year.

A group of people has been on the ground after the Beirut blast, finding lost pets and reuniting them with their owners ... and the video is about as feel-good as it gets.

The org is called Animals Lebanon, and they just recently posted a series of clips of different pet owners -- mostly of cats and dogs -- being reintroduced to their furry family members. The team was literally on the streets these past few weeks finding animals that may have run away or been injured in the blast, and then tracking down their families.

The pay-off is a joy to watch ... the animals are oftentimes just as excited -- if not more so -- than their humans, especially some of these dogs ... wagging tails and jumping up and down after recognizing a familiar face. The cats are happy too, just less demonstrative ... as usual. Still, it's awesome to see.

Animals Lebanon says it's reunited more than 100 owners with pets and adds, "These guardians had lost so much, many were injured and they were so grateful and happy to see their pets again."

Remember, the explosion that rocked the city literally blew out windows, rocked buildings and homes ... and absolutely scared the bejesus out of people (and animals, too). It also killed more than 100 people, and left several others severely injured.

Government officials said a fire broke out at a warehouse storing a ridiculous amount of ammonium nitrate, setting off the nuclear bomb-like explosion. They're still investigating how that was allowed to happen, and figuring out how to pick up the pieces.

In the meantime, here's a little something to lift everyone's spirits.

Kanye West Might Be Horsing Around Buying Another Wyoming Ranch!!!

Kanye West's looking to expand his empire in the Cowboy State ... so his family's horsies have more room to roam.

Sources with direct knowledge tell TMZ ... the rapper and presidential candidate has visited the Double Doc Ranch in Cody, Wyoming and expressed interest in buying the property.

The ranch -- which serves as a horse boarding, breeding, training, lessons and events facility -- is already home to 3 of the West fam's horses.

Back in June ... Kim Kardashian said they had 14 Friesian horses on their ranch while introducing her followers to North's new one. We're told the rest of their horses will be moving to Double Doc soon as well.

The 76-acre horse ranch was on the market up until a few months ago for $3.39 million, but it doesn't seem it's been sold yet. It's still listed under the longtime owners on the property records.

If Kanye does buy it, it will be his 3rd ranch purchase near Cody in the past year. As you'll recall ... he dropped $14 million on The Monster Lake Ranch in September 2019, then as we first told you, paid another $14 million in November for a property called the Bighorn Mountain Ranch.

Ye recently got approval to build a 52,000 sq. ft. mega-mansion on the lakeside ranch ... so all signs point to Wyoming being the place he calls home, home on the range for a long time.

Miley Cyrus Adopts Abandoned Bulldog ... The Name's Kate, Kate Moss!!!

Miley Cyrus did a great thing in the middle of this pandemic ... she adopted an abandoned pooch that is now one lucky dog.

The bulldog in question had been wandering around Fresno, CA back in April ... eventually making her way to a fire station. The dog was flea-infested and dehydrated. If she had an owner, it seemed like a thing of the past.

The dog hung out at the station for a week or so, sleeping at the front door. She was always happy to see the firefighters return to the shop.

A relative of one of the firefighters agreed to foster the bulldog, and that began a journey. The dog was eventually turned over to The Wagmor Hotel and Pet Spa in L.A., where the org put the dog up for adoption.

Enter Miley. She's supported Wagmor in the past, adopting other dogs from them. Apparently, the bulldog's pics on Wagmor's Instagram page caught Miley's eye and that was all she wrote.

And, speaking of all she wrote, Miley texted Wagmor's owner, "This dog doesn't leave my side. I don't know how I would ever not have her." BTW ... the dog's new name is Kate Moss.

Like we said ... lucky dog.

David Beckham Sage Advice for Int'l Dog Day ... Get Ready for Kisses!!!

David Beckham isn't quite ready to pucker up for International Dog Day, but he is ready to show off his newest pooch, which seems more than eager to plant one on its owner.

The soccer star posted a cute photo Wednesday in honor of the holiday, showing off the Beckham family's newest canine addition, Sage, which made its debut this past Christmas.

In his IG post, David can bee seen trying to resist face licks from Sage. He captioned it ... "Happy International dog day 🐶 sage trying her luck with a kiss on the lips 💋." Lips or not, it looks like Sage is getting her share of face time with papa bear.

BTW, Victoria appears to have been the photog here ... she posted a BTS shot that might be just as adorable -- showing Dave cradling Sage, who looks all too pleased with the attention.

Sage is the Beckhams' third dog ... they have two other Cocker Spaniels, Fig and Olive, who've been with the brood for a bit now. As with any incoming family member, though, Sage is the one getting most of the fam's love ... social media-wise, anyway.

New Jersey Petting Zoo Teens Reportedly Break In, Cause Chaos ... Ride Donkey, Free Animals

A group of teenagers broke into a New Jersey petting zoo and ran amok ... and cops say they turned the place upside down in the middle of the night and cruelly put lipstick on one of the animals.

Cops in Wyckoff, NJ say at least six teens illegally made their way onto Abma's Farm this weekend around 10 PM or so, well after business hours. The family that lives there and runs the place says they heard commotion outside, and ran out to see what was going on.

They claim they encountered a number of adolescents on the grounds in different animal pens. The family members say they tried chasing them down, but all the kids got away.

Afterward, the owner says he was sent a photo of a blonde girl riding one of his miniature donkeys, with her full weight on it ... and a Snapchat filter that read, "Abma's Farm." It also appears one of their ponies received a makeover ... with lipstick applied to its mouth.

The facility claims the kids also released a bunch of animals from their confined areas and interacted with the livestock in ways that were dangerous ... leaving the creatures frazzled after the fact. Luckily, Abma's Farm says all their animals are accounted for.

The place remained closed Monday as a vet went through and checked up on all of the 60 or so of the animals on the premises. Abma's Farm seemed irate in the Facebook post, saying this wasn't just teenage hijinks and pranks ... it was outright disrespectful and criminal.

Cops haven't made any arrests yet, but are on the lookout. They believe they have solid leads with at least one photo and some potential names as well.

Detroit Cop Shoots, Kills Fenced-In Dog ... Police Dept. Sides with Cop

3:14 PM PT -- The Detroit PD just told us, the officer who shot the dog did nothing wrong. They say the cop was looking for a gun an armed suspect had discarded, and was with her police dog that was on a leash. Short story -- the law required the cop to control her dog and stay away from a fence where a dog was legally on the other side -- contained on its property, but she didn't and the dogs began fighting.

The PD says the only way the cop could extricate her dog from the pitbull's mouth was to shoot it. The law couldn't be clearer -- the cop -- who had her dog on a leash -- did not have control of her dog, because she should have kept it away from the fence. And, get this ... the PD is saying the fence was illegally constructed ... as if that mattered.

UPDATE

6:52 PM PT -- Bottom line ... this was a tragedy on all sides of the fence. The police officer's dog was badly hurt and we're told she is distraught over the whole incident. She clearly did not intend for the dogs to fight, so it's sad all around.

A police officer caught on camera shooting and killing a fenced-in dog on its own property after it tangled with her own K-9 through a gate ... and the footage is horrible.

This incident was captured on a home security cam somewhere in Detroit, and it shows a medium-sized white pooch on his property behind a fence, following a cop and her K-9 walking on the sidewalk ... until they reach the end, and the two dogs get into it.

From the looks of the clip, it appears the cop did not have control of her dog ... and its snout gets latched onto by the white one through the rails. Rather than try to pull her dog away -- or literally anything else at all -- the officer is seen pulling out a weapon of some sort and discharging it right in the white dog's face.

People online are claiming she shot it with her gun, and that the dog died. Before that, however, you can see it twitching violently on the ground as other officers surround the scene. The video cuts shortly after that.

At a bare minimum, the cop is in clear violation of the leash law ... the dog was on a leash, but the officer did not adequately control the animal by keeping it away from the fence.

But, it's already catching national attention -- ex-Democratic presidential candidate Julian Castro is demanding answers and accountability ... as are many others.

'Tiger King' Star Jeff Lowe Feds Claim Failure to Care for Animals Led to Zoo Suspension

Jeff Lowe's animals at the 'Tiger King' zoo have not been getting proper veterinary care for years ... according to the feds who've suspended his license to run the zoo.

As we reported ... the U.S. Department of Agriculture yanked Jeff's exhibitor's license for Joe Exotic's old GW Exotic Animal Park for 21 days, and now we know why the USDA finally made the call to punish him.

According to new legal docs, obtained by TMZ ... the USDA cites Lowe for numerous failures in providing vet care for his animals dating back to November 2017.

The USDA points out that the number of animals at Lowe's zoo has exploded from 29 in 2017 up to 212 in 2020, and alleges he's simply incapable of taking care of all the lions, tigers, lemurs, monkeys and other animals he's accumulated.

Jeff's also accused of submitting false documents related to veterinary care and records. Specifically, the USDA claims he submitted reports from its attending vet in 2019 and 2020 ... even though that vet claims she resigned from the zoo in June 2018.

According to the docs ... Jeff and his wife, Lauren, have also violated regulations in exhibiting animals without sufficient distance and barriers between them and the public.

And of course, the USDA cites countless examples of allegedly mistreated animals from its recent investigation -- as we first told you -- like the 16-week-old lion cub that was too weak to stand, geriatric wolves in pain and a 17-year-old dead tigon that was not properly cared for or disposed of.

Finally, the USDA claims Lowe does not possess the required paperwork -- acquisition records and disposition records -- for a bunch of the zoo animals.

Lowe tells us the allegations of improper veterinary care have never been an issue until the most recent USDA inspection, which he previously dismissed as the government being "overzealous."

Jeff also claims the zoo has had problems keeping an attending veterinarian, as required, due to alleged harassment by PETA -- but he says they have one now, and adds ... they always had vets take care of animals when needed.
