Even the esteemed Senator from New York Chuck Schumer ... knows the NY Giants suck in the worst way possible ... and tells TMZ the broken U.S. government will probably get its act together before Eli and Company will.

Sen. Schumer was out in D.C. yesterday when he was asked to predict which will happen first -- the END of the government shutdown OR the END of the Giants' pathetic losing streak.

Schumer told us he's a huge fan of the G-Men and it pains him to say it ... but the smart money's on the boys in Washington ... not the guys in New York.

The Giants don't take the field again 'til October 21st ... so, as Schumer points out, it could be a matter of scheduling.

Still, we gotta ask ...

Victor Cruz New Contract NEW FERRARI

Before the NFL season began, NY Giants wide receiver Victor Cruz promised ... if he got a new contract, he would get a new Ferrari.

It appears Victor is a man of his word.

Cruz was spotted pulling into MetLife Stadium in Jersey yesterday in what appears to be a Ferrari California convertible ... which reportedly starts around $200k.

Of course, Cruz signed a HUGE contract over the summer -- 5-year extension worth up to $43 MILLION. Before that, he was making close to the league minimum.

The Giants lost to the Broncos in the Manning Bowl yesterday ... but we're guessing Victor wasn't too bummed out on the drive home.

Harvey Levin Picks NFL Winner 'Football Is a Theatrical Sport'

Harvey: But he doesn't have an Oscar ... and that's gotta count for something.

Evan: In football?
Harvey: Sure. Football is a theatrical sport. Just watch what they do in the endzone.

Evan: Who's gonna have a better game ... Tony Romo or Eli Manning?
Harvey: I like 'em both ... but I gotta go with Eli because he's got such pressure now to do well because of what his brother did on Thursday. Not that he's gonna get 7 tds, but I could see 4.

NY Giants Co-Owner: 'Hard Knocks' Is BAD For NFL Players

James Harrison might be on to something, 'cause "Hard Knocks" is the kind of show that can DESTROY a football team ... so says NY Giants co-owner Steve Tisch.

Tisch -- and the entire Giants organization -- have made it clear the team will NEVER agree to participate in the HBO docu-series, and yesterday in L.A., Tisch explained why.

"I don't think it brings anything to the team," Tisch said ... "It's a bit of a distraction and I think it's sort of misleading for the players ... especially the young guys."

Tisch continued, "Even though It comes off as a documentary, you're asking young athletes to perform. Perform on the field ... don't perform in the locker room for a TV show."

"I don't think it's in the players' best interest."

Clearly, the Cincinnati Bengals don't feel the same way. They're currently participating on the show for the SECOND time.

Eli Manning I'm Just Tryin' to Stay Outta the Gutter ...

Sporting some traditional red & blue bowling kicks, khaki shorts and a facial expression that says, "Errr mah gerd" ... Eli Manning hit up a NY bowling alley with his teammates Tuesday night and TMZ has the pics.

Eli, along with wideout Victor Cruz and the entire NY Giants squad, snuck into Frames in midtown Tuesday night -- with a police escort -- for a top secret bowling session.

According to Frames, the event was 100% alcohol-free ... since the team is in the middle of some hardcore pre-season training. Nothing but juice and water.

Despite looking goofy on lanes, Eli actually put up some pretty decent numbers that night -- bowling a 154.

Cruz wasn't too far behind, posting a respectable 134. Coach Tom Coughlin scored a 113.

Miraculously, no one was injured during the bowling trip. Jealous, Andrew Bynum?

With Eli sporting a red Kanye-inspired jacket and a quasi-mullet ... and Peyton sporting a Jew-fro and Birdman shades ... we're guessing the NFL superstars were doing another one of those goofy spots for Sunday Ticket.

Back in 2011, the two dressed up like cops ... it was hilarious.

More importantly ... you know what this means?? FOOTBALL SEASON IS RIGHT AROUND THE CORNER!!!

NY Giants Owner New York Jets RUINED TEBOW'S CAREER

The New York Jets DESTROYED any chance Tim Tebow had to be a successful QB in the NFL ... this according to NY Giants co-owner Steve Tisch.

"I think him going from the Broncos to the Jets was not in anybody's best interest," Tisch told TMZ on his way out of Dan Tana's in L.A. Sunday night.

"Had another team picked him up after the Broncos, maybe he'd have a career."

AW. SNAP!!!!!

So where will Tim end up? Tisch says Timmy should ignore the offers from the Lingerie Football League and focus on getting back into the NFL ... at least for now.

NFL Star Michael Boley Secretly Arrested for Child Abuse

Ex-New York Giants linebacker Michael Boley was quietly arrested for child abuse back in February ... 3 days after he was cut by the team ... TMZ has learned.

Boley -- a starting linebacker in Super Bowl XLVI -- had been under investigation in Alabama for a 2011 incident involving his son, who was 5 years old at the time.

The details of the alleged abuse are unclear, although sources tell us the allegations were of a physical nature and NOT sexual abuse.

Here's what we know ... Boley's case was scheduled to go in front of a grand jury in February 2013 ... but before that got under way, the 30-year-old NFL star struck a plea deal with prosecutors.

Court officials in Etowah County, AL tell TMZ ... Boley pled guilty to child abuse -- and in exchange, he was ordered to enroll in a pre-trial diversion program and upon completion the charge would be dropped.

Boley was also required to turn himself into authorities. He was booked on February 8, smiled for a mug shot and was released from custody later that day.

Seems the NY Giants were hip to Boley's legal issues ... 'cause he was unexpectedly cut by the team on February 5 ... 3 days before Boley turned himself in to authorities. Boley is currently a free agent, on the hunt for a job.

A rep for Boley had no comment -- but sources connected to the NFL star tell us Boley plans to comply with the terms of the plea deal.

5/3 -- Boley's agents have released a statement saying, "Mr. Boley is dealing with a personal matter that allegedly happened nearly two years ago. Michael has been and always will be a loving and supportive father to all of his children."

"Due to the circumstances of the situation, he has chosen to enter into an arrangement with the Courts that serves the best interest of his family. During this difficult time, Michael will gain strength from his family and continue to be the loving father that everyone knows him to be."

NFL QB David Carr Tim Tebow WILL Play in the NFL Again!

Don't stick a fork in Tim Tebow ... 'cause he ain't done in the NFL just yet ... at least according to NY Giants quarterback David Carr.

Carr -- the #1 overall pick in the 2002 NFL Draft -- was at LAX last night when we asked him if Tebow's release from the Jets signaled the end for the former Heisman Trophy winner.

Despite the media funeral for Tim's career, Carr still thinks there's hope.

NY Giants David Diehl SCRAM Time After DUI Guilty Plea

Forget Super Bowl rings ... New York Giants star David Diehl just earned some new hardware -- a SCRAM bracelet ... after pleading guilty to DUI ... TMZ has learned.

As we reported, Diehl was busted last June in Queens after he crashed into a parked car -- and according to the D.A. his blood alcohol level was .182 ... more than twice the legal limit in New York.

Diehl pled guilty today to aggravated DUI and impaired driving.

Diehl was ordered to wear a SCRAM bracelet -- to monitor his alcohol consumption -- for 90 days and was placed on a 6-month conditional discharge program ... meaning he'll avoid jail if he keeps his nose clean.

The two-time Super Bowl champ was also ordered to pay $1,200 in restitution and $300 in fines.

Eric Dickerson Strahan Was ROBBED! H.O.F. Voters Are a Joke

Ex-NFL superstar Eric Dickerson is calling out the Hall of Fame voters as a bunch of non-football-playing posers ... after they passed over Michael Strahan for the honor this year.

Dickerson was in New Orleans when he ripped the sportswriters who vote on the H.O.F. ... telling us, "I think they're biased in a lot of ways. They don't like certain guys ... Them sportswriters don't even know how to put uniforms on, most of 'em."

E.D., who was voted into the Hall in 1999, said he wasn't sure why voters snubbed Strahan, and thinks the Giants great will get in eventually -- but he's still not convinced writers are fit to judge legends of the game.

"Has a sportswriter ever lined up against Michael Strahan? Has a sportswriter ever lined up across from me? No, I wish one would, 'cause I could run over their asses."

Hmm ... sportswriters vs. players? Beats the Pro Bowl.

Derek Jeter Two Huge NFL Stars Vouch for Ankle Doctor

Derek Jeter made the RIGHT MOVE by trusting his busted ankle to Dr. Robert Anderson ... so says two NFL superstars who tell TMZ Anderson was able to bring them back from some MAJOR foot injuries.

We spoke with Houston Texans QB Matt Schaub ... who went under Anderson's knife over the summer to repair Lisfranc injury (displaced bones) in his right foot.

Schaub tells us ... "Jeter is in great hands ... Dr. Anderson is the best in the business at what he does."

In fact, Schaub says Anderson exceeded his expectations when it came to recovery time -- "Everything was on schedule, and even ahead of schedule."

Schaub also had some words of wisdom for DJ -- "[Jeter] should follow all procedures that he's told and don't worry about anything ... [he] will be even better after the procedure than he was before going in.”

New York Giants running back Ahmad Bradshaw says he also owes his career to Dr. Anderson -- telling TMZ the doc was able to treat him for multiple foot injuries ... and he hasn't lost a step.

"I had the greatest experience ... his staff around him is top of the line ... but to have the best doctor in the world, it's even more comforting."

So far, the extent of Jeter's ankle injury is unclear -- but he's scheduled to undergo surgery Saturday in Charlotte, NC.
