1:30 PM PT-- The D.A. announced he hasn't spoken with either the Kansas City Chiefs or the NFL regarding the investigation.

He did say the NFL reached out, but he hadn't yet responded to their inquiry.

1:25 PM PT -- District Attorney Steve Howe, in addressing the Hill investigation, said his office is "deeply troubled by this situation and are concerned about the health and welfare of the child in question."

He added, "We believe that a crime has occurred. However, the evidence in this case does not conclusively establish who committed the crime against this child."

"Criminal cases must be proven beyond a reasonable doubt by admissible evidence, not speculation, rumor or hearsay."

Even though no charges were filed, the D.A. says there is a child protection investigation that is ongoing to make sure that the child is safe.

1:05 PM PT -- Kansas City Chiefs star Tyreek Hill and his GF, Crystal Espinal, will NOT be charged after an investigation into 2 incidents involving their child at Hill's Kansas home ... the Johnson County D.A. announced.

The D.A. is currently spelling out the details of the case as we speak ... explaining they believe a crime occurred -- but there was not enough evidence to prove who had committed the crime.

Prosecutors are set to speak about an investigation into alleged child abuse incidents at Tyreek Hill's Kansas home ... and TMZ Sports will be live streaming it all.

As we previously reported ... the Johnson County District Attorney's Office has been investigating the Chiefs star and his GF, Crystal Espinal, for weeks after police were called twice to their Overland Park, Kansas home earlier this year.

In the first incident ... cops say there was a "child abuse/neglect" situation on March 5 -- with the case report listing both Hill and Espinal as "others involved."

That case was listed as closed on March 8.

But, a separate incident report was filed just days later on March 14, listing battery involving a juvenile victim. Hill is NOT named on that report ... but Espinal was listed again as "others involved."

Prosecutors AND the Kansas Department for Children and Families both launched an investigation into the incidents ... and now prosecutors are set to speak on their findings at 1 PM PT.

Report: Tyreek Hill Temporarily Lost Custody Of Child ... Amid Abuse Probe

Tyreek Hill's 3-year-old child was temporarily placed in another home during an investigation into allegations the boy was physically abused at the NFL star's home ... this according to KCTV in Kansas.

The Kansas City Chiefs WR appeared in court on April 5 for an emergency hearing in the matter -- and that's when officials removed the child from Hill's care and placed him in another home, the report says.

Hill returned to the courthouse on April 17 -- holding hands with his fiancee, Crystal Espinal, the mother of the 3-year-old child.

The two did not comment when questioned by KCTV about the custody situation or the allegations of abuse.

We know Hill and Espinal were named in a police report filed on March 5. Cops described the incident as "child abuse/neglect."

According to police documents, neither Hill nor Espinal were prosecuted.

Another police report was filed regarding a March 14 incident -- cops responded to a call for a battery on an unnamed juvenile. Hill is not named in the report. Espinal is listed as an "involved person."

Both incidents occurred at Hill's home in Overland Park, Kansas.

Now, the Kansas Dept. for Children and Families is investigating the allegations at Hill's home. That investigation is expected to wrap up soon.

The Johnson County D.A.'s office is also investigating. Unclear where that investigation stands at this point.

The Chiefs have previously said they are aware of the situation involving Hill and are conducting their own investigation.

Tom Brady Laser Attack Suspect Busted ... Blames Alcohol

Cops say they've found the guy who trained a laser pointer on Tom Brady's face during the AFC Championship game ... and shocker, the guy's a hardcore Chiefs fan.

Bonus shocker ... sources connected to the suspect tell us the guy had been boozing before he broke out the laser.

Remember, TB12 was hit with a green light during the wild 4th quarter of the Jan. 20 game at Arrowhead Stadium -- which the Chiefs eventually lost in overtime.

Cops investigated the situation and eventually cited 64-year-old Dwyan Morgan -- who we're told is a MASSIVE Chiefs fan.

Unclear how authorities were able to track Morgan down -- but we know there were a TON of cameras at the game both for the TV coverage AND for security purposes ... so that probably helped.

Morgan has now been hit with a disturbing the peace citation and faces up to ONE YEAR in jail plus a $1,000 fine if the judge decides to throw the book at him.

Sources connected to Morgan tell us ... his intention was never to hurt anyone, he was just trying to have fun and didn't expect things to blow up the way they did.

We're also told Morgan was drinking before the laser incident -- and we all know beer and lasers don't mix.

So, how does Morgan feel about the situation now? One source close to the Chiefs fan says he feels bad for embarrassing Chiefs Nation, but has no plans to apologize to the Patriots.

In fact, we're told he still hates the Pats and Tom Brady ... passionately and will continue to root against them -- just not from Arrowhead, because he's been banned.

We reached out to Morgan for comment -- but he ain't talkin'.

Travis Kelce Chugs Beers, Mahomes Cheers ... at NCAA Title Game

Virginia won the title, but NO ONE had more fun than Travis Kelce ... 'cause the NFL star was pounding brews while supporting Patrick Mahomes' team!!

Kelce's Cincinnati Bearcats were eliminated in the 1st-round of the tourney, so with no horse in the race, he decided to show love for his QB's Texas Tech squad as they took on the Cavaliers.

Mahomes was SUPER into the game, constantly cheering and firing up his TT fans. Kelce was the perfect wingman -- making sure no beer got left behind.

Of course, Texas Tech lost in overtime. Still, a helluva run for the Red Raiders.

As for the winners, NFL star Chris Long was also in the house cheering on his alma mater -- while clutching a Coors Light -- and after the game, he had a message for Virginia coach Tony Bennett.

"Tony’s way too stable a person to have a twitter and he won’t read this but when I see him I’m going to hug him and tell him he’s the single most important figure in UVa athletic history."

Long also had some nice words for the enemy -- saying, "Everyone from Texas Tech I met was super classy and cool."

The RB ain't saying for sure ... but the former NFL superstar tells TMZ Sports his stats certainly suggest he might be one.

"I mean, some of my numbers look way better than some people already in Canton."

As one of the league's most electrifying backs EVER -- Charles does have a case ... in 11 seasons, he ran for 7,563 yards and scored 44 total TDs.

Charles also owns a record that neither Barry Sanders nor Jim Brown can claim ... he's got the highest yards per carry average in NFL history -- getting 5.49 per tote.

"That tells you what type of player I was," Jamaal says ... "I gave it my all. Every time I touched the ball, I averaged six yards a carry basically."

Jamaal Charles is thrilled Donald Trump won't let Betsy DeVos cut $18 MILLION from Special Olympics ... telling TMZ Sports competing in them when he was younger changed his life.

The Kansas City Chiefs legend was diagnosed with a learning disability at a young age ... and used track and field at Special Olympics events to help him get through tough times.

In fact, the running back -- who's the all-time NFL leader in yards per carry -- says, "Special Olympics is one of the best things that ever happened to me."

Charles says the events helped him deal with bullying and other issues that came with his disability, and tells us he couldn't be happier the organization's government funding remains intact.

"When you go to some of these games right here, these kids will just put a smile on your face. Winning is really nothing to them. It's just really just having fun."

Charles' message to all the Special Olympians out there? "Don't give up. Believe in yourself."

Did you know ... Patrick Mahomes' girlfriend is more of a gym rat than he is?!

It's true -- Brittany Matthews is a budding social media fitness star -- and she showed off the fruits of her labor during an awesome girls trip to Hawaii.

Brit -- along with a bunch of her girlfriends -- flew to Hawaii for a tropical bachelorette party (sans the Chiefs QB) ... where they partied and hit the beach in tiny bikinis.

In fact, all of the girls on the trip had custom swimsuits with their nicknames on them -- Brittany's read, "Fit Brit."

Tyreek Hill Named In Child Abuse Police Report ... Chiefs are Aware

Kansas City Chiefs superstar Tyreek Hill was named in a police report involving an alleged child abuse incident on March 5 ... and the Chiefs say they're aware of an investigation.

Look, the details are sketchy right now but here's what we know ...

TMZ Sports has obtained a report from the Overland Police Dept. filed on March 5 in Kansas which lists Hill as a person "involved" in a child abuse/neglect case.

There's another person named as an "involved" party, Crystal Espinal -- the mother of Hill's child.

Neither person is listed as a suspect on the police report.

There is a note on the report that the case was "closed/cleared" and "prosecution declined" on March 8.

Another police report filed on March 14 does NOT list Tyreek -- but names Espinal as an "involved person" in a battery case involving a juvenile victim.

Again, no details and Hill is NOT listed as a suspect.

The Kansas City Chiefs have issued a comment saying, "The club is aware of the investigation involving Tyreek Hill. We’re in the process of gathering information and have been in contact with the league and local authorities."

We reached out to cops who referred us to the District Attorney's Office -- where a rep told us, "We have nothing in our system."

We also reached out to Hill's agent -- so far, no word back.

The Kansas City Star, citing sources familiar with the situation, is reporting the victim is the couple's son -- who suffered a broken arm.

Kareem Hunt Suspended 8 Games For Two Violent Incidents

The NFL has suspended Kareem Hunt for 8 games without pay for violating the league's personal conduct policy -- stemming from TWO violent incidents, including an altercation with a woman captured on video.

TMZ Sports broke the story ... Hunt shoved, bull-rushed and kicked a woman at a Cleveland hotel on Feb. 10, 2018.

Cops were called to the scene and investigated -- but did NOT arrest Hunt, who denied getting violent.

At the time, Hunt was a member of the Kansas City Chiefs -- but the team released the star running back once the video went public, claiming Hunt lied to them about his behavior that night.

Hunt sought treatment for anger management and substance abuse issues -- and was later signed by the Cleveland Browns, who were waiting to see what Hunt's punishment was going to be.

Hunt was also accused of getting violent with a man at an Ohio resort in June 2018 -- allegedly punching a man in the face during a heated argument.

The NFL says it investigated both incidents using "reviewing available law enforcement records, video and electronic communications, interviews with numerous witnesses, and multiple interviews with Hunt."

The league says, "Hunt has advised the league office that he accepts responsibility for his conduct and the discipline that has been imposed."

"He has committed to take advantage of available resources to help him grow personally and as a member of the Cleveland community, and to live up to his obligations as an NFL player."

"The eight-game suspension will take effect as of the final roster reduction on August 31. Hunt will be eligible to play in the Browns' ninth regular season game."

Hunt has issued a statement saying, "I want to again apologize for my actions last year. I know that my behavior hurt a lot of people, and I again apologize to them."

"I respect the league's decision on discipline, and I appreciate the time I spent with Commissioner Goodell last week."

"I'm grateful for my time with the Browns over the last month and thankful to all the people in the organization that have welcomed me. I also appreciate all of the support from my union through this process."

"My commitment to earning the trust of the league, my teammates, the organization and this community through my actions will continue, and I understand there is a lot of hard work ahead of me before I'm able to fully return to playing the game I love."

Ex-NFL star Larry Johnson is sick of watching young players like Kareem Hunt make the same STUPID mistakes he made as a player ... and wishes they'd "get their heads out of their asses" and reach out for help.

"I hope these guys will start realizing that there's nothing you've done that other players haven't done already," the former K.C. Chiefs running back told us.

Of course, Johnson was a STUD in his prime -- but, his NFL career was marred by off-the-field issues ... including violent incidents with a woman.

But, Larry says he's a changed man now -- he's learned the hard way -- and wants to make sure other talented players don't throw away their careers because they're too dumb to learn from his mistakes.

"Hopefully young guys will start reaching out to older players who have been in these situations before they get themselves in these situations," Johnson said.

"I wish these young players will get their heads out of their ass and really use the veterans to help them stay away from these issues."

It's obvious Johnson feels he could've been a real impact as a mentor for Kareem Hunt and others who are having trouble staying out of trouble.

Earnest Byner says he's in favor of the Browns giving Kareem Hunt a second chance ... IF the ex-Chiefs superstar and the team can show he's a changed man.

TMZ Sports spoke with the ex-Brown shortly after Cleveland inked the troubled RB ... and he says BOTH Hunt and the team have to show more for him to accept the controversial signing.

Byner -- who trained with Hunt before the draft -- tells us he wants to see if Kareem has "gone through a process of development" before he throws his support behind the move.

Don't get it twisted ... Earnest says he's all in favor of second chances -- he just believes what Kareem did to a female in an altercation at a Cleveland hotel last year was unacceptable.

"We don't support the violence against women. Okay? That will never happen. That should not be."

For their part ... both general manager John Dorsey and Hunt himself issued statements insisting the running back has learned his lesson.

"What I did was wrong and inexcusable," Hunt said Monday.

"That is not the man I was raised to be, and I’ve learned a great deal from that experience and certainly should have been more truthful about it after the fact."

Kareem Hunt Signs with Cleveland Browns ... Issues New Apology

The Cleveland Browns have announced they've signed Kareem Hunt -- the former Chiefs star who was cut after TMZ Sports posted a video showing him getting violent with a woman in a Cleveland hotel.

Browns general manager John Dorsey announced the signing today -- a reported 1-year deal -- saying there were two important factors to signing the RB:

"One is that Kareem took full responsibility for his egregious actions and showed true remorse and secondly, just as importantly, he is undergoing and is committed to necessary professional treatment and a plan that has been clearly laid out."

Hunt had previously said he was getting treatment for alcohol and anger management after multiple allegations of off-the-field violence. We broke the story ... Hunt shoved and kicked a woman during a Feb. 10, 2018 altercation.

For his part, Hunt has issued a new statement saying, "First off, I would like to once again apologize for my actions last year. What I did was wrong and inexcusable."

"That is not the man I was raised to be, and I’ve learned a great deal from that experience and certainly should have been more truthful about it after the fact."

"I’m extremely grateful that John Dorsey, Dee and Jimmy Haslam and the Cleveland Browns organization are granting me the opportunity to earn their trust and represent their organization in the best way possible on and off the field."

"I am committed to following the necessary steps to learn and to be a better and healthier person from this situation. I also understand the expectations that the Browns have clearly laid out and that I have to earn my way back to the NFL."

The Browns are pretty solid in the running back position after a strong rookie year from starter Nick Chubb. It'll be interesting to see how Hunt fits into the offensive plans.

John Dorsey acknowledges the Hunt signing is controversial -- and says the team thought long and hard before signing him.

"We fully understand and respect the complexity of questions and issues in signing a player with Kareem’s history and do not condone his actions," Dorsey said.

"Given what we know about Kareem through our extensive research, we believe he deserves a second chance but certainly with the understanding that he has to go through critical and essential steps to become a performing member of this organization, aside from what the NFL determines from their ongoing investigation."

At this point, the NFL still has not decided on a punishment for Hunt -- he could face a serious suspension.

We recently spoke with Hunt's former teammates, Patrick Mahomes and Travis Kelce, who told us they're rooting for Hunt to get a second chance and still consider him a friend.

Sometimes it's GOOD to defy your parents -- just ask Patrick Mahomes Sr. who says he REALLY tried to get his son to give up football back in the day to pursue other sports.

Pat Mahomes Sr. made the shocking revelation to us ... saying he was convinced Pat had a better shot at going pro in baseball and basketball -- especially since the Univ. of Texas was recruiting him to play DEFENSE!!

"They were recruiting him as a safety. And, I was telling him, 'Why don't we quit this and let's just concentrate on the other two?'"

"I said, 'We're just wasting time with this football thing.'"

Pat's suggestion wasn't exactly misguided ... the elder Mahomes was an MLB pitcher for more than a decade -- and says his son showed clear talent to be a future pro in BOTH baseball and hoops.

But, the QB didn't listen to Sr. ... and said, "Dad, I want to be out there with my teammates. I want to be out there with the guys I've been playing with forever."

Turned out to be a pretty good decision ... Mahomes starred at Texas Tech -- and is the best young quarterback in the NFL right now.

BUT ... it does make ya wonder -- what IF Mahomes had decided to step off the gridiron and focus solely on the other two sports??

How did the Chiefs avoid killing Dee Ford for being offsides on a game-winning interception against the Patriots in the AFC Championship game???

Travis Kelce tells TMZ Sports it was simple ... they just listened to their head coach, Andy Reid.

"Andy Reid said it best in the meeting room the day after the game," Kelce tells us at the EA Sports Madden Bowl event in Atlanta.

"He said, 'You know what, Dee Ford was four inches to a foot offsides. Everybody on that team could have been four inches -- including coaches -- coulda been four inches to a foot better that game, for 60 minutes, and the outcome could've been different.'"

The play will go down in Kansas City sports lore forever -- Charvarius Ward picked off Tom Brady while up 28-24 with 54 seconds left to play in the game.

But, Ford lined up offsides ... the play was called back ... and the rest is now history.

Kelce tells us there are no hard feelings whatsoever toward Ford for the play ... and Kansas City players don't even joke with the guy about the miscue.

"I feel bad for my guy, man," Kelce says ... "You can't put it on him."

The worst part of the story??? Ford did it again in the Pro Bowl last weekend!!!

Good news for Chiefs fans ... at least Ford's now got seven months to figure out where the line of scrimmage is.

Two huge K.C. Chiefs stars refuse to turn their backs on Kareem Hunt -- with Patrick Mahomes and Travis Kelce saying they're supporting their ex-teammate as he gets help off the field.

Of course, the Chiefs cut Hunt back in November after he was captured on video attacking a woman at a Cleveland hotel. He's been getting treatment ever since and hopes to play in the NFL again.

So, when we saw Mahomes at the EA Sports Madden Bowl event in Atlanta, we asked if he's been keeping in touch with the running back.

"He's still a buddy," Mahomes tells TMZ Sports ... "I wish all the best to him."

"It's stuff that he has to handle off the field and hopefully he might get another chance on it."

When asked if he thinks a team will sign Hunt next season, Mahomes told us, "I know he works hard. I know he does a lot of things on field really well."

"As long as he keeps doing stuff off the field and getting back right, I'm sure he'll get another chance."

As for Kelce, the Chiefs tight end echoed his QB -- saying Hunt is "always gonna be a brother to me."

Kelce also says Hunt can count on him for support as he continues to seek treatment for his personal issues.

Hunt has apologized for his role in the February 2018 incident -- saying, "I deeply regret what I did. I hope to move on from this."

As far as his football career goes, Hunt is only 23 years old and has already been talking with NFL teams -- including the Chicago Bears.
