Offset Weaving in Traffic When Pulled Over ... Cops Say

Offset's argument he's the victim of the so-called "hip-hop cops" just got dealt a serious blow, because police say he was weaving through traffic when they pulled him over ... TMZ has learned.

According to the cops he was pulled over for "failure to maintain lane" because he crossed over the solid yellow line. As for the guns ... cops say there were a total of 3 weapons found. One of them was on his male passenger, a bodyguard ... the other 2 were inside the car.

As we reported, Offset was charged with 2 counts of illegal possession of firearms.

Offset's attorney, Drew Findling, says officers only targeted his client because he's a rich, successful black rapper. Findling claimed cops used the lane change as a thinly veiled excuse to take down Offset, but the police report describes it as more than just an improper lane change.

What's more, Findling says Offset was NOT in possession of any firearm, and adds the guns belonged to the passenger ... who he described as an assistant who is a licensed gun holder.

Mark Calderon says his Color Me Badd bandmate, Bryan Abrams, was drunk as a skunk when he assaulted him, and adds ... Bryan needs something more than prosecution.

We spoke to the CMB singer Monday after Bryan shoved him to the ground Saturday during a show, for which he was arrested and booked Sunday for misdemeanor assault. Mark says Bryan was intoxicated and even heard through others that Bryan muttered ... "I'm motherf***ing Color Me Badd."

Mark says he will continue performing with or without Bryan for the love of his fans and their music, but it's clear he wants his old pal to get help in the wake of this stumble.

He also weighs in on whether Bryan should be prosecuted to learn a valuable lesson. While the case is out of his hands, Mark appears to be leaning toward treatment over jail time.

Luann de Lesseps Strikes Plea Deal in Drunk Arrest Case ... Avoiding Jail Time

Luann de Lesseps is now pleading guilty to 3 charges in her drunken arrest case, but she's dodging the felony charge -- as part of a plea deal -- which would keep her out of jail.

The troubled 'RHONY' star agreed to plead guilty to battery, trespassing and disorderly intoxication for her Palm Beach County arrest. She was originally facing a felony charge of resisting an officer with violence, as well as the other 2 misdemeanors. That resisting charge was reduced to battery.

You'll recall, Luann was arrested on Christmas Eve in Palm Beach, FL -- she allegedly attacked a cop during her bust. She was caught on video telling an officer she'd kill him if he continued to touch her.

As part of the deal, she'll be placed on probation for a year. She'll have to complete 50 hours of community service and attend two AA meetings a week in NY, where she lives. Luann cannot consume alcohol or drugs and must submit to random testing. She also had to write an apology letter to the cop she hit.

A judge still has to sign off on the agreement.

Ryan Lochte Busted By Anti-Doping Agency After Snitching on Himself

Ryan Lochte has found himself in hot water again ... this time, the Olympian has been busted for violating the U.S. Anti-Doping Agency's rules ... and he basically snitched on himself.

Lochte -- who was part of the Team USA swim team's infamous gas station incident at the 2016 Games in Rio -- wasn't popped for using a banned drug ... but for receiving an IV treatment illegally.

But, here's the crazy part -- Lochte reportedly led the USADA right to the investigation by posting a pic receiving the IV treatment alongside his wife on Instagram back in May. He even included the caption "Athletic recovery with some #ivdrip." The post was later deleted.

Lochte's punishment officially began on May 24 and will be suspended until July 2019.

Josh Gordon To Miss Start Of Browns Camp Working On 'Overall Health'

Josh Gordon will miss the start of Browns camp as he continues to receive treatment for issues that kept him out of the NFL entirely in 2015 and 2016 ... the wideout said in a statement Monday.

"Rest assured this too is a part of my overall health and treatment plan," Gordon says.

J.G. has been hit with several suspensions since he entered the league in 2012 ... almost all stemming from substance abuse policy violations -- and he's been in and out of rehab to try to make things right.

Gordon says there have been no steps backward ... but rather this is all part of the process toward getting better.

"With the help of the NFL, NFLPA, and the Browns' organization, I have been able to utilize the resources available to me that will ensure my well-being on and off the field," Gordon said.

"By continuing to follow the plan set up by our medical director and his team and taking this time before this season starts, we believe it will help me maintain the progress I've made for not only today but for many years to come."

Browns GM John Dorsey added, "We will continue to support Josh as he receives the care needed to maintain his progress."

"We are going to respect his privacy while he is away from the team. Josh will be placed on the non-football illness reserve list until he is ready to return."

Gordon caught 18 passes for 335 yards and a touchdown in his return to the Browns last season.

2 Chainz is heartbroken his pink "TRAP" house in Atlanta is set to be destroyed, but he's also fired up to launch a campaign to save it.

The rapper was at LAX Wednesday when we asked what he thought about the owner of the property saying he's planning to demolish the crib. Chainz has a personal connection because last year he rented the place -- known as the Eiffel Tower of ATL.

To be clear, it's no longer a trap house and Chainz says that's why it needs to be spared the wrecking ball. He gave us the lowdown on all the good that happened there while he leased it ... including church services and free HIV testing.

The stars of the 'Real Housewives of New York City' say they feel bad Luann de Lesseps is missing their reunion taping for rehab ... but they're staying positive.

We got a few 'RHONY' cast members heading into Cipriani in NYC Tuesday to film their season 10 reunion episode, and our photog asked about Luann's absence.

Ramona Singer says all the housewives feel bad, but adds they'll be okay without her. Tinsley Mortimer offered Luann well-wishes and Sonja Morgan says Luann will be missed.

As we reported ... the countess had been spiraling out of control weeks before announcing she was entering rehab for a second time in less than a year.

Her girls all say they're rooting for her, which -- let's be honest -- doesn't always happen with the 'Housewives.'

Luann de Lesseps Boozy Partying, Pissed Off Kids Sparked Rehab Decision

Luann de Lesseps going back into rehab might have shocked fans, but the people closest to her knew she was only pretending to be sober for weeks now ... TMZ has learned.

Sources close to the 'Real Housewives' star tell us she fell off the wagon at least 2 weeks before Bethenny Frankel announced her 'RHONY' pal was reentering a rehab facility -- the second time in less than year.

We're told friends point to a July 2 pic Luann posted with her ex-husband, declaring she'd been sober for 6 months -- no small feat for someone in recovery.

However, the very next day things fell apart rather publicly at a charity event in the Hamptons. Our sources say Luann made a late and noisy entrance -- disrupting a piano performance -- then was seen hitting up the bar, and hitting on several guys in a very touchy-feely way.

We're told friends think there are a number of reasons she slipped. One being her Christmas Eve arrest in Florida, but more recently she was sued by her 2 adult children for allegedly screwing them out of a trust.

Sources say the family divide weighed heavily on Luann. We've reached out to her camp, but no word back, yet.

T.I. Charged for Assaulting Security Guard ... Likely Faces No Jail Time

T.I.'s argument with a security guard in his gated community has amped up ... he's been charged with 3 misdemeanors.

Prosecutors in Henry County charged the rapper with simple assault, public drunkenness and disorderly conduct stemming from his arrest back in May, when a security guard refused to let him into the premises. T.I.'s lawyer, Steve Sadow, tells TMZ the charges are "baseless, ill-founded and unjustified."

A source with direct knowledge of the case tells us ... T.I. likely faces no jail time.

Sadow also says the security guard, Euwan James, "was fired for the way he handled the situation with T.I.," in a statement that was first reported by the Atlanta Journal-Constitution.

As we first reported ... the security guard called 911 and said Tip was threatening him and asking him to step outside of the guard shack. T.I. was adamant he did not deserve to get arrested ... saying as much to cops.

Boxer Victor Ortiz Allegedly Violates Probation Warrant Issued

Boxer Victor Ortiz is a wanted man ... after officials said he violated his probation in his DUI case -- and now a warrant has been issued for his arrest.

As we previously reported, the former WBC welterweight champ -- and "Dancing with the Stars" contestant -- was busted for drunk driving back in 2016 and was later sentenced to 3 years probation.

Well ... according to court docs, he was supposed to check in with his probation officer on June 20 -- but failed to do so -- and was then ordered to appear in court on July 10.

He blew that off too ... so a violation of probation warrant was issued.

It's not like cops will be out hunting Ortiz down -- but if he has a brush with the law, he'll be arrested and hauled into court. Bail has already been set at $5,000.

We reached out to Victor's camp -- but so far, no word back.

Heather Locklear EMT She Allegedly Attacked Lawyers Up

Heather Locklear may have to answer for her alleged drunken attack on a paramedic -- and not just in criminal court -- because we've learned the EMT's hired a lawyer.

Sources connected to the case tell TMZ ... the EMT who Heather allegedly kicked during her most recent dustup late last month claims to have suffered serious injury during the ordeal. The EMT has hired personal injury lawyer Kevin Flahavan.

We broke the story ... Heather was arrested for 2 counts of misdemeanor battery upon an officer and emergency personnel while authorities tried separating her from family members. Law enforcement sources told us she punched a cop, and kicked an EMT.

We're told the EMT has been reassigned to desk duty as a result of injuries to her head and neck. Apparently the injuries make paramedic work all but impossible ... at least for now.

Our sources say the EMT not only wants money for medical bills and pain and suffering ... but also some cash for emotional abuse after allegedly being verbally abused by Heather.

We reached out to Flahavan about the incident, who refused to comment beyond saying his only concern was his client's health and well-being.

Reuben Foster Suspended For Weapons & Weed ... Apologizes for 'My Mistakes'

49ers star Reuben Foster was just hit with a 2-game suspension for his 2018 arrests involving guns and weed -- and issued a statement apologizing for his "mistakes."

Foster recently pled no contest to misdemeanor possession of an assault weapon stemming from a February domestic violence arrest.

The domestic violence case went to court -- but the charges were ultimately dismissed when the alleged victim changed her story and claimed she made the whole thing up.

Foster was also arrested back in January for marijuana possession in Alabama.

Tuesday, the NFL punished the linebacker for the guns and weed -- but NOT for anything connected to domestic violence.

He'll miss the first 2 games of the NFL season without pay.

Foster issued a statement, saying he's "sorry that my mistakes have hurt my team."

"I have a responsibility to the 49ers, our fans and our community, and I am committed to learning from this situation and making better choices in the future."

"The support I have received over the last five months has been humbling, and I do not take it for granted.”

DeAndre Hopkins thinks the NFL SHOULD follow the BIG3's lead and legalize CBD use ... telling TMZ Sports, "I don't think it would hurt."

The Texans WR has seen firsthand the damages of the NFL -- both his star teammates J.J. Watt and Deshaun Watson missed most of last season 'cause of injuries -- and he thinks CBD medication can ease pain.

"I only think it would help if they do. You look at all the problems with heads. I don't think it would hurt for us to try something else and see what can help players."

Remember ... Ice Cube made huge waves earlier this week when he announced he's allowing BIG3 players to use the cannabis compound, cannabidiol (CBD), to treat pain and other medical issues.

Hopkins is all for lifting the ban on it in the NFL ... saying he's already seen its benefits in hockey players in Canada.

But will Cube's allowance REALLY help build a bridge for other leagues to follow?

Heather Locklear To Undergo Long-Term Care ... For Substance Abuse, Mental Health Issues

Heather Locklear will soon move from the psychiatric ward at an L.A.-area hospital to a long-term facility so doctors, psychiatrists and others can help her deal with serious substance abuse as well as mental health issues ... TMZ has learned.

Sources connected to Heather's family tell us ... doctors at the hospital where she was taken after her latest arrest have conducted a battery of tests that have painted a clear picture ... Heather's problems involve substance abuse and mental health in equal measure, although it's possible the latter is even more serious than the former.

We're told Heather has been cooperative so far, and has voluntarily agreed to enter the long-term facility for treatment. Our sources say there is no plan to try and get a conservatorship, because it's virtually impossible under these circumstances in California -- courts just wouldn't approve it.

There's a lot of breath-holding in Heather's family ... they're hoping she stays committed to receiving long-term treatment.

TMZ broke the stories ... Heather was arrested in June for battery on a police officer, before she was hospitalized for an apparent overdose.

Ice Cube BIG3's New CBD Rules Will Force Other Leagues to Legalize It

Ice Cube says now that his BIG3 basketball league has legalized CBD medication for pain management -- he truly believes other major sports leagues will follow suit.

The BIG3 made the announcement Tuesday ... saying players are now allowed to use the cannabis compound, cannabidiol (CBD), to treat pain and other medical issues.

"We always change the game," Cube told TMZ Sports in NYC ... "We ahead of the game."

As for plans to legalize THC -- the component of marijuana that gets you high -- Cube isn't ruling that out either somewhere down the line.

CBD is currently banned in the NFL, the NBA and other leagues -- despite an outcry from players who believe it's a safer alternative to prescription pain medication.
