Kathy Griffin was obscene and unhinged with Anderson Cooper on CNN's New Year's Eve Live ... so claims an angry Parents Television Council.

The Prez of the PTC tells TMZ ... Griffin "has shown increasing contempt for the audience ..." referring to her multiple attempts to offer Anderson a BJ just after the ball dropped in Times Square.

Tim Winter goes on ... "The onus is now on CNN. Either the network has a policy that allows its on-air talent to fondle a co-anchor's genitals, or it has a policy that forbids such conduct."

Winter also says he's not buyin' the whole, "The-kids-in-bed" argument, because New Year's Eve is the night kids stay up.

Anderson Cooper's penis was on the run from Kathy Griffin last night on CNN ... as she repeatedly attempted to simulate oral sex on Anderson live on the air.

If you rang in 2013 watching Anderson and Kathy on CNN ... you couldn't have missed Kathy dropping to her knees multiple times in effort to kiss AC's "Christmas present" ... as she put it.

Kathy, who's been Anderson's NYE co-host for 6 years, did eventually explain her x-rated hijinx -- claiming David Letterman dared her to "see how close I could come to servicing you."

Anderson was a good sport, but seemed genuinely annoyed after her first few trips downtown.

Still, we give him props for the line of the night -- telling Kathy if she'd been successful "it would have been a first for me, and I'm just not ready to go there."

We contacted Anderson's rep to see if he's laughing about it today ... or pissed. So far, no word back.

It's a case of "he said -- but you didn't get to hear it."

Quizzed by CNN about whether he has ever used steroids, pro wrestler John Cena quickly responded, "Absolutely not!" -- then offered nearly three minutes of follow up. But when CNN made its edit to their special, "Death Grip: Inside Pro Wrestling," Cena's response was replaced with: "People conceive things because performance enhancing drugs have got the spotlight. It's a hot thing to talk about. I can't tell you that I haven't, but you'll never be able to prove that I have."
