This is insane, but the Beverly Hills City Council somehow thinks it's a good idea to open the city up for what some rich folks consider to be super-essential services -- a neck job.

The Bev Hills city council voted 4-1 Wednesday to resume elective and cosmetic surgeries, allowing plastic surgeons to immediately reopen their doors to celebs and rich folk in need of work.

Bev Hills has one of the highest COVID-19 infection rates in all of L.A. County. The vote came just as Governor Gavin Newsom closed ALL of California's beaches to prevent the spread of the virus, so why the immediate need for a nose job?

The City passed an ordinance back on March 16 -- around the time California closed down -- imposing a moratorium on cosmetic and other elective procedures.

The lone dissenter on the City Council called the vote "extremely irresponsible."

The reversal should please lots of famous folks ... remember, "Botched" star and doc Terry Dubrow told us last month tons of celebs are clamoring for plastic surgery while they are out of the public eye, due to the outbreak.

What's interesting ... will this set up a battle between the CA Gov and the City Council of Bev Hills? Our $$$'s on Gavin.

Pauly D has set the Internet ablaze, with a new look that is slick, tight and controversial.

The "Jersey Shore" star made good use of his time in self-quarantine, by making regular appointments with his mirror and carefully crafting a beard/mustache.

For the most part, it's getting good reviews, with exceptions.

Gotta say ... there's a lot of butchery going on, especially with guys who are trying to trim their facial hair and what's above ... and below. But, Pauly's clearly got it down.

Georgia Governor Brian Kemp is itching to reopen the state's economy, but many of the people who service celebs there aren't feeling it, and think it's an irresponsible move.

TMZ spoke with several hairstylists and makeup artists to the stars in Atlanta, and the general consensus is ... Gov. Kemp's making a mistake opening businesses Friday, and they side with ATL Mayor Keisha Lance Bottoms, who believes Kemp's decision is a danger to public health.

Beauty influencer Alonzo Arnold, whose clients include Solange and Missy Elliott, tells us ... he doesn't believe reopening GA's economy is safe at all, and he won't be returning to work for at least another month.

He says the Atlanta salon where he works is planning to open its doors Friday, but he won't be there. Alonzo says it's just not worth the risk.

As you know, many businesses ... including hair and nail salons, gyms, tattoo parlors and bowling alleys have the green light to open. That's despite the fact they require close contact with or between customers.

Makeup artist Lauren Sinclair -- who's worked with Lil' Kim and Porsha Williams -- calls what the Governor is doing, "completely irresponsible." She says it's still nearly impossible to find disinfecting wipes and hand sanitizer in ATL right now, which makes her feel like this is totally unsafe. She's not working Friday, and says she won't consider returning for a couple more weeks.

One of Tiny Harris' hairstylists, B'Lyel Harris, tells us he's completely cut himself off from meeting clients since March 13. He admits he's nearly broke, but says he has a complication -- an autoimmune disease. So, B'Lyel truly fears he could die going back to work.

Makeup artist Akil McCoy, who's done work for City Girls and B. Simone, says he personally knows people who've tested positive for COVID-19 but are still out and about. That's why he fears opening businesses back up could lead to a spike in cases.

He says he's passed on booking celebrity work because it would violate social distancing, but he needs to start making appointments soon. McCoy says he's trying to figure out a way to do it safely amid the coronavirus ... something other stylists are struggling with too.

He sure will ... and it's none other than Pro Football Hall of Famer Brett Favre, who bravely let his daughter and her friends dye his hair in the name of quarantine boredom!!!

The NFL legend showed off his yellowish/orangish new look on CBS Sports HQ on Friday ... and the dude looks like he's an L.A. guy now!!

Favre was asked to pull off his hat to show the bold color ... and the guy didn't shy away from flaunting his orange noggin ... a look we've NEVER seen from #4 before.

So ... why, Brett Favre??

"My daughter and 2 of her classmates have been quarantined at the house," Favre explains.

BF says his daughters initially wanted him to make a TikTok ... but he was awful, so they tried something else.

"We got on the subject of colored hair and I said, 'color my hair, whatever!'

At first, they tried to go with a blonde look ... but Favre admits it looked too close to his grey/silver look.

"I said, 'let's go with something crazy like orange'. So, here we are."

Now, Favre claims the hair is orange ... but we're getting MAJOR Eminem vibes.

Yellow ... orange ... who cares?! Bottom line -- Favre is the ultimate sport for sacrificing his hair for his daughter's entertainment.

Kim Kardashian has more money, but she's just as fed up as you are with your kids in isolation -- just ask North!!!

Kim did a makeup tutorial video that was fully upstaged by her oldest kid making a hilarious cameo. You can tell, North is standing juuuust an inch or so away from mommy's last nerve. Seriously, ya gotta see it.

KKW was mid-application when North barged in and asked to wash her hands. Kim says she's in the middle of something and tries to send North somewhere else.

It's pretty funny ... Kim says she's hiding in a guest room because her kids won't leave her alone! North heard the comment though and said it was mean, drawing a smirk from mom.

By the end of the interaction, Kim's begging North to let her do her makeup thing ... so she can have ONE bit of fun for herself.

LaMelo Ball's barber took ZERO chances when it came to cutting the Big Baller's hair during the COVID-19 outbreak ... he showed up to trim Melo's head IN A FULL HAZMAT SUIT!!

We kid you not ... Philly Barber -- the famous hair guy for stars like Melo, Saquon Barkley and Patrick Mahomes -- tells TMZ Sports Melo was in desperate need of a cut, but with the global pandemic going down ... he had serious reservations about slinging around the razors.

"He kept approaching me and I was like, 'Look, man, there's a lot going on right now,'" Philly says. "'We gotta practice being safe, dude.'"

But on Tuesday this week, Philly gave in and went to cut the 18-year-old's hair ... but made sure he was doing it safely -- rockin' gloves, protective goggles, a mask and a hazmat suit!

"Melo is like a brother to me and the last thing I want to see, to your wife or to any family members, you don't want to see them affected by this," Philly says.

"I did what I had to do and it looked crazy, bro."

Philly eventually got the job done ... and Melo thought it was all pretty hilarious, saying, "My boy came in here lookin' -- I'm weak!"

Pretty funny, right? But, Philly tells us he's just glad everyone came out of the cut safely ... even if the outfit had him hot as hell during the job.

As for how the cut turned out ... doesn't seem Melo was complaining about the look -- and Philly told us, "It actually really worked out."

Kylie Jenner's doing her patriotic duty at the request of the Surgeon General ... by telling her hundreds of millions of fans to stay home to help fight coronavirus.

Kylie posted on her Insta Story Thursday after SG Jerome Adams called for social media influencers to urge young people to take the pandemic seriously and start social distancing.

Kylie started by urging her followers to stay inside and self-quarantine, saying she herself is on her 9th day. She said though she's been posting daily reminders, Adams encouraged her to really hammer the point home.

She reminded her fans that young people are not immune to this -- in fact, a large portion of those hospitalized are young adults -- and there currently is no cure ... so all we can do is try to slow the virus down.

Jenner also shared some helpful advice on how to pass the time during these days of isolation ... and has an interesting reason for why she's done it before -- long before COVID-19.

Celebs are clamoring for plastic surgery while everyone's outta the public eye during the coronavirus pandemic ... but Dr. Terry Dubrow says some procedures just aren't smart.

The "Botched" star joined us on "TMZ Live" Wednesday and told us our hunch is correct ... Hollywood's biggest stars are using the outbreak as the perfect cover for some cosmetic work.

Dr. Dubrow says his Orange County practice is fielding tons of calls from huge movie stars and rich folks in Beverly Hills, where no one is allowed to get elective beauty treatments or cosmetic surgeries during the pandemic, and the flavor of the month is a facelift.

Movies are not filming, so it seems like the perfect time for celebs to go under the knife for a major overhaul ... but the doc says not so fast.

Dr. Dubrow's advising against facelifts for his famous clients, because they could run into all sorts of problems if they encounter complications. Remember, the hospitals have their hands full dealing with COVID-19.

Instead, Dr. Dubrow says the smart move is to get some fillers and botox ... and he tells us why it's really dumb to try plastic surgery at home.

Nail salons from coast-to-coast are full of empty chairs, and way fewer employees are waiting to provide mani-pedis ... because COVID-19 is already killing businesses.

The general consensus among salon owners and employees we spoke to is they're totally screwed with next month's rent coming due in a couple weeks. Angela Yi owns Ivy Nail & Spa in NYC, and told us all scheduled appointments the past few days have canceled and there have been no walk-ins. She is, understandably, panicking. She says normally they'd make $1,500 to $2,000 per day off about 20 customers, but now they're earning zilch and will be for the foreseeable future.

Angela's already cut her staff from 15 to 3, but says that $15k rent train is coming down the tracks. She says people are comparing the business decline to after the September 11 attacks, but this is way worse ... with no end in sight.

Same story for Tina's Nail and Spa near L.A. -- owner Tina Tran says she only saw 3 customers Monday and made $120. Her rent alone is $2,500, and it's due next week.

Tina says they're a small shop with only 3 employees, and despite making sure they are careful with cleanliness, the reality is nobody's coming. Nails, and other cosmetic services, just ain't top of mind.

The manager for ZaZaZoo Nail Salon in Chicago says biz is down 95 percent, and staff hours are slashed in half to make sure they follow the guideline of 10-person gatherings.

Ditto for Luv Nail Shop in Miami, where they have ONE scheduled appointment for the rest of the week, and they're considering shutting down immediately.

Felicity Huffman is scoffing at folks wiping out toilet paper from the shelves ... she's got other must-haves amid coronavirus panic, and they're all about keeping up appearances.

The actress braved the rain in Los Angeles Friday and ventured out to her local pharmacy to stock up on the goods ... in her case, boxes and boxes of hair color.

Seriously, she's got quite the haul ... and one of those endless pharmacy receipts. Why are those things so freakin' long again?!?

Amid the pandemic panic, folks are cleaning stores outta non-perishables and toiletries ... but it looks like Felicity might'a just wiped out the hair care aisle.

Felicity's not wearing a face mask like when we saw hear earlier this year at the airport ... but the coronavirus scare has got her protecting her hands under some gloves. Smart move.
