Amanda Bynes Smokin' From Drug Pipe Driving Illegally
Amanda Bynes was driving aimlessly for hours Tuesday ... while smoking out of what appears to be a marijuana pipe and tooling around L.A. on a suspended license.
The photos -- obtained by TMZ -- show Bynes taking multiple hits out of a pipe that is designed to look like a cigarette lighter in your car.
In one shot, you see what appears to be remnants of marijuana in a cup holder. Some of the nugs appear burnt -- as if they had already been smoked.
The car is a mess. Trash is strewn everywhere. There are stains on the seat, empty bottles, dog hair and various other items.
Amanda started her journey at Baja Fresh in the San Fernando Valley, where she smoked from the pipe in the restaurant parking lot and ate tacos. She then went to a spa, where she spent 3 hours. We're told Amanda then drove without purpose for several hours, sometimes cutting off other drivers and violating various traffic laws. Amanda ended up at Home Depot, where she again took a hit from the pipe in the parking lot.
TMZ has confirmed ... Amanda is driving illegally, because the DMV suspended her license on August 25. As for why her license was yanked, we believe it's because she refused to take a sobriety test when she was busted for DUI in April. In California, such refusal results in automatic license suspension.
TMZ broke the story ... Amanda has been charged with 2 hit-and-runs and various drivers have complained that she has either hit them as well or created peril.
7:19 AM PT -- We now know what Amanda was buying at Home Depot -- multi-colored light bulbs ... including a pink one.

Amanda Bynes Pulled Over in L.A. After License Suspended
Amanda Bynes was pulled over in L.A. last night after her driver's license was suspended -- but somehow, she didn't end up in jail.
Law enforcement sources tell TMZ, Bynes was pulled over for driving without her headlights on. We're told she was given a verbal warning and sent on her way.
It's unclear if officers ran the actress' license -- because if they did, they might have noticed it was reportedly SUSPENDED last week after the actress was slapped with two misdemeanor hit-and-run charges. She also refused to take a breathalyzer after being busted for DUI, and that triggers an automatic 1-year license suspension.
It's unclear if the license has since been reinstated -- but with such a short time frame, it's VERY unlikely.
Calls to Bynes' camp were not returned.

Amanda Bynes Alleged Hit and Run Victim She Should Be Prosecuted!
The woman who Amanda Bynes allegedly crashed into and then bolted ... says the actress' reckless driving could have eventually killed someone and she should be prosecuted to the fullest extent of the law.
TMZ spoke with Kisa ... who tells us "Someone could have died if [Amanda] kept driving. A normal person would not get away with hit and runs and she shouldn't either."
If you recall ... Bynes allegedly rear-ended Kisa on August 4th and fled the scene ... then last week the L.A. City Attorney's Office charged the actress with 2 counts of hit and run (one count for her accident with Kisa and one count for an accident in April).
After the charges were filed Bynes' license was suspended by the DMV ... but it's unclear if and how the charges played a role.
Regardless, Bynes can't get behind the wheel any time soon ... and Kisa says that's the best thing for everyone ... "I'm glad she's off the road. She absolutely needs to pay for her actions and taking away her license is a good first step."
Kisa adds, "I feel she needs to get some sort of help and maybe this will be the catalyst."
Amanda is due in court on September 27th ... she faces up to a year in jail if convicted of both charges.

Amanda Bynes Prosecutors Re-Open OLD Hit-and-Run Case
Amanda Bynes is no longer in the clear for an alleged hit-and-run back in April -- TMZ has learned the L.A. City Attorney is taking a new look at that case because of Amanda's other hit-and-run earlier this month.
As TMZ first reported, Bynes allegedly rear-ended a BMW, and fled the scene while driving a rental on the 101 Freeway. The L.A. City Attorney's Office rejected the case because there was no independent witness to finger Amanda as the suspect.
Law enforcement sources tell us that all changed when Bynes was accused, yet again, of hit-and-run on August 4.
We're told prosecutors have decided to re-open the April incident -- which means Amanda could end up with 2 misdemeanor hit-and-runs ... with each carrying a max sentence of 6 months.
Don't forget, Bynes also has a DUI on her plate from a whole other incident. She pled not guilty to that one back in June.

Bynes was allegedly in ANOTHER hit-and-run back in May ... but we're told she was driving a Range Rover during that incident.

Amanda Bynes Hit-and-Run Case WILL Be Sent to Prosecutors
Police believe there is enough evidence to charge Amanda Bynes with hit-and-run -- after she allegedly rear-ended someone last week and fled the scene -- and now, they're passing the case to prosecutors ... law enforcement sources tell TMZ.
According to sources, LAPD officers recently made contact with Bynes following the accident and spoke with her.
After completing their investigation, we're told cops believe there is adequate evidence she committed a hit-and-run. They will be kicking the case to the L.A. City Attorney for prosecution within the next week.
It will then be up to the City Attorney whether to file a misdemeanor hit-and-run charge against the actress.

Amanda Bynes Accused of Yet Another HIT & RUN
A Los Angeles woman filed a police report yesterday afternoon claiming Amanda Bynes rear-ended her and then, after a brief conversation, drove off without exchanging insurance information ... TMZ has learned.
Kisa (last name withheld) tells TMZ she was driving her Toyota Corolla on Ventura Blvd. in the San Fernando Valley when she was struck by a woman in a black BMW. Kisa tells TMZ she didn't recognize the woman at first -- because she "looked like a hot mess" -- but once they began talking, she realized it was Amanda Bynes.
Kisa says she got out her insurance card to exchange information, but says Bynes "seemed nervous about that." She says Bynes told her the damage to the Corolla didn't look that bad and proceeded to push her bumper back into place (that didn't work, see pic below).
Bynes then, according to Kisa, said they didn't need to exchange info since neither car was damaged badly. Kisa maintains, however, that Amanda's car had "significant" damage to it.
Kisa says she continued to try and exchange info with Bynes, but Bynes just got in her car and drove off.
Kisa tells TMZ she called the police, who responded to the scene and took a hit-and-run report. Kisa says when she told the officer who hit her, the officer replied, "Didn't she just get a DUI?"
Bynes was arrested on suspicion of DUI on April 6 (she pled not guilty) and was also accused of hit-and-run incidents on May 5 and May 27.

Amanda Bynes Pleads Not Guilty to DUI
Amanda Bynes insists she didn't drive under the influence back in April -- pleading "not guilty" today to DUI.
Amanda wasn't in court -- her lawyer entered the plea on her behalf.
TMZ broke the story ... Amanda was charged with one count of misdemeanor DUI yesterday -- and the D.A. has sought a sentencing enhancement because the actress refused to take either a breathalyzer or a blood test.
If convicted -- with the sentencing enhancement -- we're told Bynes faces a minimum of 48 hours in jail ... and a maximum of 6 months.
Because of jail overcrowding, it's unlikely Bynes will serve more than a few hours. A pretrial court date has been set for July 18th.
For her part, Amanda tweeted after she was charged yesterday, writing, "Hey @BarackObama... I don't drink. Please fire the cop who arrested me."

Amanda Bynes Accused of ANOTHER Hit-and-Run
UPDATE -- Bynes took to her Twitter page Sunday night to deny the story, writing, "I cant help but laugh at all of you writing fake stories about me. I was not in any hit and runs. I don’t drink so the DUI is false."
Amanda Bynes slammed into a car on the 101 Freeway in the San Fernando Valley on April 10 ... then fled the scene -- according to the victim who told cops the troubled actress was the culprit.
The culprit was driving a 5 series BMW at the time of the accident. The victim gave chase, got off the freeway, but the culprit blew a red light, never to be seen again. The victim was able to write down the license plate number. She only got a profile view of the woman driving the BMW.
CHP showed up, ran the plate and determined it was a rental vehicle. Officers told the victim the culprit was driving an Enterprise rental car. The victim then contacted Enterprise, who told her the person who had rented the car was Amanda Bynes.
The victim then showed up at a CHP substation and ID'd Amanda from a photo lineup. And get this ... the photo of Amanda was taken just 4 days earlier -- it was her mug shot from a DUI arrest. Amanda was driving in West Hollywood on April 6 when she clipped a cop car and was immediately popped for DUI.
Law enforcement sources tell TMZ ... the case was referred to a filing officer at the L.A. City Attorney's Office who immediately rejected it because there was no independent witness fingering Amanda as the phantom driver.
Amanda was accused earlier this month of hitting a car in Hollywood and then fleeing the scene. She told cops she did not feel the impact and was not ticketed.

Amanda Bynes Involved in ANOTHER Hit-and-Run
The bad news: Amanda Bynes was involved in another hit-and-run in Hollywood last night.
The good news: She didn't hit a cop car this time.
Law enforcement sources tell TMZ ... a man was driving last night near the intersection of Crescent Heights and Melrose Blvd. when he claims he was sideswiped by a Range Rover that was trying to pass him on the right.
According to our sources, when the SUV didn't stop, the guy called police and reported the hit and run.
But the guy didn't let it go there. According to our sources, he began to follow the SUV himself (which wasn't difficult because there was traffic). We're told cops responded to the scene and even dispatched a police helicopter to track the SUV, unsure of how severe the accident was.
When cops finally caught up to the Range Rover, we're told the driver was none other than Bynes ... who told police she had no idea she had struck another vehicle. Our sources say the damage to Bynes' SUV was so minimal, it is possible she didn't feel the accident.
Law enforcement sources tell us Amanda was very cooperative with police and cops had her exchange information with the other driver. We're told she was not given a citation and cops will not be investigating the incident further.
Bynes was arrested for DUI last month after she clipped a cop car.

Amanda Bynes History of EXTREME Inebriation [Video]
Amanda Bynes drinks ... A LOT ... despite claims from her father that she doesn't imbibe ... and TMZ has video proof of the actress drunkenly stumbling out of a club just a few weeks before her DUI arrest.
Despite the fact she was busted for drunk driving last week, Amanda's father told People.com, "I was told that she blew a zero on the Breathalyzer. She didn't have a single drink that night. My daughter doesn't drink."
But TMZ knows Bynes has been frequenting the Hollywood club scene recently ... and on March 22, she appeared so wasted on her way out of Greystone Manor in West Hollywood, she needed TWO FRIENDS to hold her upright so she could get to her car.
Thankfully ... she played it safe and didn't drive that night.
But on March 17, a seemingly inebriated Amanda didn't play it safe at all. We got video of the actress stumbling out of Greystone Manor ... then getting behind the wheel of her car and driving away, despite pleas from our photog to let a sober person drive.
Of course, Bynes was arrested on April 6 ... after police say she was so drunk, she crashed into a cop car at 3 AM.
Sorry Mr. Bynes ... your daughter drinks ... and she needs help.
