Rudy Giuliani was unhinged on the 20th anniversary of 9/11 -- going on a berserk rant where he called a U.S. military general an "a**hole" ... and denied being cool with Prince Andrew.

The former NYC mayor was attending an annual dinner in Manhattan Saturday, and when it was his time to speak on the terror attacks of Sept. 11, 2001 ... he instead pivoted to a variety of unrelated topics ... including Queen Elizabeth, Gen. Mark Milley and China.

As it relates to Her Royal Highness ... RG was recounting what QE2 said to him and his handling of 9/11 and all the aftermath that followed. Remember, Rudy was head of the city back then -- and has often been commended for how he dealt with Towers coming down.

However, in this re-enactment of the convo, he says they had ... Rudy imitated the Queen, and did it poorly -- putting on a terrible British accent while explaining he turned down a knighthood that she and the Monarchy apparently extended to him. Then, it's on to Andrew.

He says he knows the Duke of York is suspect these days -- and then insists he never hung out with him other than on a couple of occasions where they met briefly. It's ... weird.

In another clip that was captured of his remarks, Giuliani goes off on Gen. Milley -- talking about his stars and how he wants to shove them down his throat ... all while mocking his military decisions with an air base in Afghanistan, getting back to the chaotic withdrawal.

Ruth Bader Ginsburg's gravesite namesake has surfaced a year after she died -- following in a tradition established by her religion ... with her plaque sharing space with her late husband's.

The Supreme Court Justice's headstone was unveiled this weekend at Arlington National Cemetery in Virginia -- lying right underneath her hubby's, Martin Ginsburg, who died in 2010. Now, RBG's info has been added ... making for a tall, impressive slab above where they're buried together.

Ginsburg's tombstone lists her DOB as March 15, 1933 and her death as September 18, 2020. She's described as an Associate Justice to SCOTUS, having served since '93 -- and the Supreme Court seal is even emblazoned up top.

The reason we haven't seen this earlier ... it's Jewish tradition to keep a tombstone hidden until sometime after the mourning period following someone's death, and the one-year anniversary of their passing. That won't be until next weekend, but this fits the window.

Ginsburg died of pancreatic cancer, and Marty also died of cancer. They were 87 and 78, respectively.

Kid Cudi is back to wearing dress-like garments, but a new fella has emerged in something similar ... an NBA player who's kinda considered a man's man, which is a huge statement.

Russell Westbrook posted photos this weekend of himself in the Big Apple for NYFW -- and he was wearing none other than a skirt (or a kilt, perhaps) underneath a cardigan sweater. He also had some black boots to offset the cream color scheme ... not to mention blue hair.

His caption referenced lyrics from Kendrick Lamar's verse on Baby Keem's new single, "Family Ties" ... "'Don’t address me unless it’s with four letters' @kendricklamar"

RW is wearing Thom Browne here -- which is definitely all about the Scottish kilt look.

In any case ... Cudi wore something similar himself for the fashion event of the week -- rocking what appeared to be way more of a traditional skirt under a Nirvana long-sleeve T-shirt. He, too, was sporting blue hair ... makes ya wonder if they were in on this together.

No shame for either of these dudes, but of course ... some folks online were expressing their disapproval, for a myriad of reasons.

Some folks are showing their homophobic colors outright, and others are invoking conspiracy theories ... talking about the emasculation of men, etc. And then, there are those who absolutely love this -- so a mixed bag of reactions here. All the same, Russ and Kid are owning it.

KC's been in a full-blown dress before -- wearing one on 'SNL' earlier this year to honor the late Kurt Cobain, who wore something similar in his day.

Ben Affleck knows boundaries, and when others don't he clearly takes charge, especially in the presence of his GF.

Ben and J Lo were at the Marco Polo International Airport in Venice when a hyper-determined fan zeroed in for a selfie. The fan got in their space and ... you never know someone's intentions when they cross the line, so Ben stepped in for the block.

Kate Quigley has come out the other side of a scary overdose incident that claimed 3 of her friends' lives -- and the first thing she's doing as she continues to recover ... honoring them.

The comedian -- who was one of 4 people who apparently ingested a bad batch of coke last weekend -- broke her silence Saturday on the passing of Fuquan Johnson, Rico Angeli and Natalie Williamson ... all of whom suffered suspected ODs while partying in the Venice neighborhood of L.A.

Quigley was with them, of course, but miraculously survived the ordeal -- and now, she's remembering her late pals after a whirlwind week of overdoses affecting Hollywood.

She starts out by thanking everyone who reached out to her with words of encouragement as she healed in the hospital, while also giving a s/o to the docs, nurses and first-responders who treated her and, as she puts it, saved her life. Quigley has since been released.

KQ also writes, "I am still shocked & devastated by the loss of my friends Fu, Rico and Natalie. Words cannot describe the pain I am feeling & I will be changed forever by their passings. Fu was a generous, loving soul ... Rico was always filled with enthusiasm & Natalie was so kind and endearing." She says they all left a mark on her life, and she'll miss them.

Lana Del Rey is hanging it up -- online, that is ... announcing that she's unplugging from everything social media, which might be for the best considering her rocky history.

The folk singer announced Sunday that she's deactivating all of her social media platforms starting Monday -- and her reasoning is that she's starting up some new stuff in her life that apparently require the utmost privacy and transparency. Unclear what that even means.

Anyway, check it out ... LDR explains she's still going to be cranking out music, writing poetry and all the other creative products she puts out in the world -- she just won't have a Twitter/IG handle anymore to supplement it. Or to respond to her seemingly endless critics.

As she puts it ... "For right now, I think I'm going to just keep my circle a little bit closer and continue to develop some other skills and interests."

People who've followed her trajectory might be letting out a sigh of relief right now after hearing this -- because they know Lana's been embroiled in one too many controversies since splashing onto the scene in the 2010s ... many of which didn't fare well for her.

From accusations of cultural appropriation accusations and glamorizing rape/sexual assault ... to wrongly speaking up on behalf of Black people/their culture, LDR has been through it all. And, just as often, she's defended herself in ways many considered hostile and tone-deaf.

Even during the pandemic, she was getting ripped -- some might recall her wearing that mesh mask at the height of COVID last year, which she rocked while interacting with fans. It was a bad look -- one of many she owned over the years, sometimes unapologetically.

Of course, not all of the criticism hurled at her was warranted -- but Lana still had to bat off the haters ... and it seems, now, she's throwing in the towel on bird app sparring matches.

"Tiger King" zookeeper Erik Cowie doesn't have any family ... meaning his body could go unclaimed at the medical examiner's office following his death. Enter Jeff Lowe.

Jeff tells TMZ ... he does NOT want Erik's body to be dumped in a mass grave just because he doesn't have a family. Jeff says he plans to give Erik a proper sendoff and will do so by claiming his remains.

We're told Jeff and Lauren plan to pay to have Erik cremated once the autopsy is completed. Soon after ... Jeff wants to have a memorial service at his zoo in Thackerville, Oklahoma.

They're considering having the memorial service streamed on Facebook Live so friends and fans can take part. The plan then is to spread Erik's ashes with his favorite cat that died last year. The Liger's name is Django.

We checked New York Law and it does indeed provide that when there's no family, a close friend can claim a body. Erik's remains have not been claimed as of Saturday at 9:58 AM ET.

TMZ broke the story ... Erik was found dead last week in NYC. Erik, a fan favorite on the Netflix documentary, was in town visiting a friend when he was found at her apartment.

A stray cat is alive today because of some patriotism shown at a college football game.

As fans watched Miami edge out Appalachian State at Miami's stadium, everyone's eyes moved from the field to the nosebleed section, as they saw the feline dangling below the upper deck railing. One of its paws apparently got caught on a wire as it struggled.

Fans were at the ready, and when the cat lost its grip and plummeted toward Earth, some quick-thinking fans unfurled an American flag and caught the cat.

You see the cat bounce off the flag and the crowd goes insane.

What's not clear ... whether the cat may have hit the ground or whether the flag entirely broke its fall. Nevertheless, the cat seemed okay.

Security was ready and they captured the cat and removed it from the stadium.

Scooter Braun is moving on with his life after filing for divorce ... he just snagged a ridiculous mansion for which he paid a king's ransom.

Scooter, who manages Justin Bieber, Ariana Grande, Demi Lovato, Carly Rae Jepsen and David Guetta to name a few, just closed on a $65 estate in Brentwood CA.

TMZ broke the story ... Scooter filed for divorce from Yael Cohen. They were married for 7 years and have 3 kids.

The mansion is 19,000 square feet with 6 bedrooms, 12 bathrooms, a gym, theatre and more ... with sweeping views of the Pacific Ocean and the lights of L.A.

The house sits on 4 acres, which is massive for Brentwood. It's new construction ... completed this year. It was listed for $70 mil in June, so the seller got fairly close to asking.

Former president Donald Trump has taken the mic at the Evander Holyfield vs. Vitor Belfort fight ... and it didn't take long for him to go off on President Joe Biden and the crisis in Afghanistan.

As we previously reported, The Donald is providing alternate broadcast commentary for the Triller Fight Club event Saturday night ... and opened up his first appearance by discussing the 20th anniversary of the terrorist attacks on September 11, 2001.

While Trump didn’t mention Biden by name, he alluded to "very bad decisions" made during the end of the Afghanistan conflict. He promised America would "comeback like nobody’s ever seen."

"As a country, the United States, this is certainly one of the most important days ... and we had a very bad week because of some very bad decisions that were made," Trump said minutes ago. "And it made it even more somber than it should normally be."

"We love our country and we're going to do great things for our country and our country's going to come back."

The former prez also honored the 13 US servicemen -- "great warriors" -- who were killed outside the airport in Kabul.

Trump eventually switched to boxing, saying he was excited to watch the legendary fighters on the card ... including Anderson Silva, who he accidentally called "Anderson Silver."

Musician Stephen Rezza -- who was dating Christina Grimmie when "The Voice" star was shot and killed in 2016 -- had his car smashed up ... and it looks like it was all captured on surveillance video.

We're told Rezza was inside a music studio he rents in L.A. when his car was vandalized in the parking lot outside the building.

As you see ... the vehicle's windshield got smashed, and video footage -- obtained by TMZ -- appears to show someone using a large rock to do damage to the car 3 separate times.

Law enforcement sources confirm a vandalism report was taken and they're investigating. Rezza told cops he believes it was his ex-girlfriend who damaged his car.

Rezza's had a rough go lately -- he recently had a brain tumor removed, but has been suffering from seizures, saying his health is at an all-time low.

He was Grimmie's boyfriend when she was murdered in 2016 at an Orlando concert by a man who was an obsessed fan. The man killed himself after fatally shooting her.

Patrick Peterson is hoping to be locking up receivers all the way until 2026 ... telling TMZ Sports he wants to play in the NFL for the next half-decade!!!

"If you ask me," Peterson says, "I got about five left. So, that's a lot of games."

Of course, the new Minnesota Vikings star is only 31 years old -- so the goal ain't exactly farfetched -- but, remember, he's been in the league for 10 years already.

Peterson, though, sounded confident he can play that long ... which will end up being a VERY good thing for at least one Peterson fan.

The reason? Patrick tells us he's launching a new NFT for charity -- explaining the person who wins will not only get the sweet piece of one-of-a-kind digital art ... but they'll also get two tickets to EVERY ONE of his games going forward.

Peterson says to enter to win the contest ... all his fans have to do is buy entries -- which will ultimately end up benefitting the Patrick Peterson Foundation for Success.

"All the donations, all the funds go to low income, inner-city kids," Peterson says. "Giving them opportunities for resources and to help them reach their full potential."

As for the NFT -- it features his old LSU #7 jersey and his new Vikings #7 jersey ... which, by the way, Peterson says he's stoked to be wearing in 2021.

In fact, Peterson wasn't having any bit of any QB who criticizes the new jersey number rule change (looking at you, Tom Brady) -- offering up one small piece of advice for them ...

We got the ex-"America's Next Top Model" star outside Essence Fashion House in Chelsea during New York Fashion Week and wanted her take on Kobe's daughter gracing the cover and pages of Teen Vogue.

Toccara couldn't stop raving about Natalia's performance. Goes without saying ... Toccara doesn't just think ... she knows the 18-year-old model's gonna KILL it in the industry. Natalia, of course, signed with IMG, a major modeling and talent agency, back in February.

When our camera guy asked for her 2 cents ... Toccara shot right back, "Did you see her [Teen Vogue] spread? Did you see the poses? Did you see her styling?" As if saying ... OF COURSE she's got it. Kim Kardashian looked hell-bent for leather this weekend -- and that's no exaggeration ... she was completely covered up in the material from head to toe (emphasis on the former).

The middle Kardashian sister was out in NYC Saturday, heading into the Ritz Carlton to check in ahead of the Met Gala on Monday. Of course, it's also New York Fashion Week -- and, boy, did KK make a statement with her getup in front of a crush of paps and photogs.

Check it out ... Kim donned black leather from the tip of her scalp to the bottoms of her feet, which included a full face mask -- complete with zippers and a ponytail hole up north.

She was also wearing a black leather trench coat, black pants and black boots to ... well, boot. It was quite an outfit -- and she had all eyeballs on her as she went into the building, not really stopping to chat with anyone. And, frankly, how could she ... she was wrapped up!

This definitely tops her other fashion flex earlier this week, when she stepped out for a birthday dinner in Malibu in yet another black ensemble -- with a trailing cape and sunglasses for good measure. She's got the same color scheme going here ... but with a slight twist. And she seems to be keeping the 'Matrix' vibes going too -- maybe some 'Pulp Fiction' as well.

Also of note ... this is almost in the same vein as Kanye's recent full head masks ... a la 'Donda' listening events and other outings, where the dude is fully hidden from view. Makes ya wonder if she's following in his footsteps, fashion-wise. Hmmm ... 🤔
