Justin Bieber took a chill pill Thursday outside the hallowed halls of Canadian government.
The Biebs was in full meditation mode on the grass, with Parliament looming in the background. Bieber -- who's in Ottawa for his Purpose tour -- was pretty much left to himself, until a fan invaded his space. We're told she asked for a pic and he politely declined.
It's treacherous territory for Bieber ... there's another Justin just as popular who was probably inside that building.
