Donnell Rawlings is laying down the law on who gets to drop "my n****" -- on the President or anyone else -- and says Larry Wilmore is in clear violation.

We caught up with the comedian outside Fred Segal, and he schooled us on why he thinks Wilmore crossed the line with the now infamous shout-out to Barack Obama.
