Jeremy Bieber proposed to his longtime girlfriend Chelsea last week in St. Barts. Some friends recorded him popping the question at a scenic overlook. They've been together for a few years -- he's 41 and she's 28 -- and our sources say Justin digs Chelsea ... as does the rest of the family.
