Smokey Robinson, one of the most legendary singer/songwriters in the history of music, wants Justin Bieber to cover not just one, or 2 ... but ALL of the songs he's ever written or recorded. And guess what ... we've learned Justin just might be down with it.

We got the Motown legend at The Ivy Monday, after having lunch with Poo Bear, who wrote and produced Bieber's new hit, "What Do You Mean?"

It's genius for Bieber to cover Smokey ... "Shop Around," "You've Really Got a Hold on Me," "The Tracks of My Tears," "Going to a Go-Go," "I Second That Emotion," "Baby Baby, Don't Cry," "The Tears of a Clown," "Cruisin'", "Being with You" ... and don't forget, Smokey wrote "My Girl."

Now get this ... a source VERY close to Bieber tells us, "Justin would be honored to work with Smokey and he's a huge fan of his music."
