Deion Sanders says he's still upset about Dez Bryant's controversial non-catch ... saying it was the right call under the current rules -- BUT THE RULE NEEDS TO CHANGE!!!

"[The NFL needs] to evaluate the rules and change the rules in the offseason," Sanders says.

"I don't like it. I don't agree with it."

The best part -- the photog tells Sanders he saw him make a bunch of catches like that back in the day, but the refs never called 'em back.
